Duties

Help

  • Develops, plans, directs and coordinates the overall management of a diverse AFSC weapons safety program across all three AFSC operating locations (Tinker, Robins and Hill).
  • Develops Center-level supplements to regulations, instructions and manuals defining mishap prevention, handling, and storage procedures and Safety program management responsibilities based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies affecting personnel.
  • Reviews and approves explosives site plans created by the ABW/SEW offices (utilizing manual and automated techniques) and specifications for new construction, major building alterations, and/or changes in equipment and monitors project through completion to ensure compliance with explosives safety standards and safety codes.
  • Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse AFSC safety program affecting a complex multi-mission Center.
  • Reviews and approves mishap investigations and analyzes hazardous conditions across the Air Force Sustainment Center (AFSC), before sent to the Air Force Safety Center (AFSEC), to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in demonstrating experience managing a diverse weapons and explosives safety program across multiple operational sites. Qualified experience includes developing local supplements to explosives handling and storage regulations; utilizing manual or automated tools to review and approve explosive site plans and facility construction specifications; and evaluating command-wide mishap investigations and hazard trends to implement corrective actions and prevent recurrences. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of established weapons/explosives safety and occupational health principles, practices, procedures,
laws, regulations, and current legislative issues as they relate to the military installation weapons and occupational safety programs; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks.
2. Knowledge and skill in communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.
3. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
4. Knowledge of safety principles, concepts, and directives related to weapons and occupational safety. Ability to apply the knowledge to a full range of complex safety program responsibilities at the Center.
5. Knowledge of safety management systems development, sustainment and oversight.
6. Knowledge and skill in standard training techniques, methods, and materials sufficient to develop formal training and instructional sessions.
7. Strong ability to plan, organize work, and meet deadlines.
