Duties

Help
  • Establish and govern the overarching data integration strategy and analytics policies for the J8 directorate, ensuring alignment with broader Department of War (DoW) and Joint Staff data stewardship mandates.
  • Direct the architecture and implementation of enterprise-scale Extract, Transform, and Load (ETL) ecosystems utilizing advanced structured query languages and top-tier Microsoft enterprise data management solutions.
  • Define and enforce uncompromising data quality assurance and security protocols, guaranteeing the absolute integrity and authoritative nature of data used for command-level resource assessments
  • Serve as the lead technical authority in designing, building, and governing highly scalable, enterprise-wide data models that synthesize the most complex, unstructured Joint service datasets into cohesive strategic frameworks.
  • Pioneer advanced computational techniques and structural theories to build enterprise semantic layers and sophisticated forecasting models that anticipate global cyber resource gaps and capability requirements.
  • Direct the J8 portfolio of strategic decision-support tools, exclusively utilizing Microsoft Power BI and related Microsoft enterprise applications to build the command's most critical executive dashboards.
  • Distill massive, multi-domain datasets into highly intuitive, interactive formats tailored specifically for the Commander, USCYBERCOM, and Senior DoW Leadership.
  • Govern the integration of live, authoritative data feeds into enterprise Power BI workspaces, providing Command leadership with an undisputed, real-time operating picture of budget execution, acquisition pipelines, and global cyber readiness.
  • Serve as the definitive J8 technical representative, translating intricate analytical findings, advanced forecasting models, and complex data environments into definitive, actionable policy recommendations
  • Author overarching strategic analytical summaries, command-level technical architectures, and definitive executive read-aheads that shape DoW policy and influence congressional funding defense
  • Regularly deliver, aggressively defend, and contextualize high-stakes briefings to the highest levels of leadership, ensuring analytical confidence levels and strategic risks are implicitly understood by final decision-makers.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
  • A three year probationary period maybe required

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

GG-09:

Specialized experience would be demonstrated by:

  1. Processing raw data into organized datasets.
  2. Utilizing data models to make predictions
  3. Creating data visualizations to draw conclusions
  4. Synthesizing conclusions drawn from data analyses

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GG-11:

Specialized experience would be demonstrated by:

  1. Organizing multiple datasets into a centralized database.
  2. Utilizing data models to make predictions
  3. Developing dashboards displaying tables and visualizations
  4. Translating conclusions drawn from data analyses that address manpower or financial decisions

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
