Duties

Help
  • Drives strategic program management of enterprise outpatient mental health operations by standardizing workflows, leverages performance analytics, and advising leadership on program execution, resource requirements, and operational improvements.
  • Interprets and implements Department, DHA, and Service mental health policies; serves as principal authority to DHNs mental health staff and MTF staff; and leads optimization of Mental Health System of Care capabilities.
  • Directs cross-functional collaboration with DHA, VA, and other stakeholders to improve mental health program performance, monitor outcomes, and ensure consistent system-wide service delivery.
  • Optimizes enterprise-wide program effectiveness including health access, quality, productivity, and treatment outcomes to identify performance gaps, recommend corrective actions, and improve enterprise-wide program effectiveness.
  • Prepares executive briefings, decision papers, and operational guidance; represents program leadership in senior-level forums; and provides expert consultation on complex mental health operational issues

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is required to be screened for and obtain necessary immunizations/vaccinations(hepatitis, influenza, etc.), unless exempted by a licensed physician.
  • This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
  • This position is designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
  • This position is subject to TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) analyzing health care delivery systems, 2) assisting in the development of policies, 3) providing contract oversight, AND 4) assisting in the oversight of training programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.


You will be evaluated on the basis of your level of competency in the following areas:


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
