A GS-0671-9, HEALTH SYSTEM SPECIALIST:

  • Provides guidance and assistance on a variety of health care policies/programs, e.g. Military Treatment Facility (MTF), admission policies and facility resources/programs, medical evaluation/physical profile board procedures, alcohol and drug rehabilitation policies/programs, line of duty investigation procedures, CHAMPUS, Delta Dental Plan, and Veterans Administration sponsored programs.
  • Advises in matters pertaining to the administrative management of medical programs.
  • Maintains day-to-day contact with the State Surgeon's Office and functions as the full-time liaison with the NGB Office of the Army Surgeon.
  • Responsible for the interpretation of various regulations and directives and the establishment of a state health system program for AGR personnel.
  • Provides policy guidance to unit commanders concerning medical screening/evaluation/initiation of care for AGR personnel.
  • Coordinates medical actions/waivers with the MPMO/State Surgeon/NGB.
  • Provides technical advice and analysis of information/records for AGR personnel being processed for medical evaluation boards
  • Refers AGR personnel with specific medical problems to agencies with the appropriate specialist for treatment, e.g. substance abuse problems and individual/family counseling.
  • May administer the Army Drug Abuse Prevention Control Program (ADAPCP).
  • Analyzes information to determine the most efficient/economical means of medical treatment available and the probable course of action, using knowledge of medical terminology and practices.
  • Reviews/analyzes physical examinations to determine if AGR personnel have taken the appropriate physical IAW Department of the Army, to include technical review of diagnostic figures, interpretation f medical terminology, and if any waivers are required.
  • Establishes and maintains a program for HIV testing and drug screening for all AGR personnel. Provides commanders and supervisors technical assistance and referral information.
  • Establishes and maintains an over 40 cardiovascular screening program.
  • Schedules appointments and processes AGR personnel for initial screening (Phase I) through bypass surgery, if necessary. Maintains all necessary documentation.
  • Establishes and maintains a program for the civilian medical/dental treatment of AGR personnel, to include nature of treatment, estimated and actual cost of treatment, and submission of billing documents/information for payment.
  • Monitors and prepares medical budget information for submission to state PBAC.
  • May serve as Program Manager for medical care and/or medical travel account.
  • The purpose of this position is to serve as the full-time health systems representative on all AGR Medical Department (AMEDD) related matters, and to function as a key assistant to the Military Personnel Management Specialist (MPMS) in administering the AGR medical program of the state on a day-to-day basis.
  • Serves as the primary point of contact between AGR personnel and the MTF, MEDDAC, NGB, and civilian sources of care. May also assist AGR family members in requesting medical treatment or establishing entitlement/eligibility.
  • May serve as a Health Benefits Advisor (HBA) upon completion of appropriate training.
  • Other duties as assigned.(temporary, minor, or incidental tasks)

  • Duties and responsibilities may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Position designated Essential Personnel subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE:
Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.

SPECIALIZED EXPERIENCE:
Must have at least 24 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

Substitution of Education for Specialized Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.

  • Knowledge of the mission, organization, programs, and requirements of AGR Medical Department (AMEDD) to provide guidance and assistance on a variety of health care policies/programs, such as military treatment facility, admission policies and facility resources/programs, medical evaluation/physical profile board procedures, alcohol and drug rehabilitation policies/programs, line of duty investigation procedures, TRICARE, etc.
  • Ability to determines the most efficient/economical means of medical treatment available and provide guidance to unit commanders and supervisors concerning medical screening, evaluation, and initiation of care for AGR personnel.
  • Knowledge of the characteristics of the health care programs to analyze, evaluate, and recommend/implement actions to enhance the provisions of medical treatment for personnel.
  • Knowledge and recognition of the different functions and motivations of various groups in the health care system and the ability to communicate effectively with each in order to resolve problems and coordinate medical programs.
  • Ability to analyze problems and present both oral and written recommendations concerning physicals, drug testing and medical material.
  • Knowledge of agency and MAJCOM medical regulations, policies, requirements and standards to administer the AMEDD program, advise unit commanders and supervisors on AGR medical program requirements, and serve as the primary point of contact between AGR personnel and MTF, MEDDAC, NGB and civilian sources of care.
