Duties

Help

  1. Serves as Division focal point to integrate across functions and use acquisition and technical expertise to advise SAPMO, MAJCOM, and Air Force leadership as necessary.
  2. Establishes, develops, and maintains effective working relationships with HQ AFMC offices, AFMC Centers, and other MAJCOMs, AirStaff, other Services/Agencies and DoD Offices.
  3. Serves as a technical and acquisition advisor to senior MAJCOM, Air Force, and DoD subject matter experts and/or agency officials responsible for broad SAP operations.
  4. Attends meetings, conferences, briefings, and seminars related to SAP developmental planning, program execution, and planning and programming.
  5. Accomplishes professional development and maintains acquisition and technological proficiency through professional interaction with technical and professional experts, associations, academia, symposia, contractors, formal training, and Research Development Test & Evaluation (RDT&E) organizations.

  • This is an acquisition coded position. Selectee must complete required certification level 4 in program management within 24 months of assignment.
  • This is a Critical Acquisition Position (CAP). Unless waived, selectee must: be member of the Acq Corps or be inducted in 6 mos; agree to remain in this position for 3 years; meet certification requirements or be able to meet them within 2 years.
  • Selectee must engage in continuous learning activities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in serving as a technical and acquisition advisor to senior MAJCOM, Air Force, and DoD leadership regarding broad Special Access Program (SAP) operations, utilizing a mastery-level knowledge of the complete materiel acquisition life-cycle from requirements generation through test execution. Experience also includes applying acquisition procedures, strategic planning, and the Planning, Programming, Budgeting, and Execution (PPBE) process to advance capabilities, execute funds, and manage risk across all major program areas. Experience in analyzing, planning, and adjusting the work operations of subordinate organizational segments to meet program objectives within available resources and strict safety and security regulations for classified areas. Experience also includes establishing effective working relationships across DoD agencies to negotiate, defend, and clearly communicate highly complex technical and acquisition concepts to senior leaders, decision-makers, and non-specialists at various security levels.

IDEAL CANDIDATE: Position serves as a senior acquisition and technical advisor to the AFMC Special Access Program Management Office (SAPMO) and as the recognized Special Access Program/Special Access Required (SAP/SAR) developmental planning, capability requirements, and Planning, Programming, Budgeting, and Execution (PPBE) Program Objective Memorandum (POM) expert. Position spans the entire breadth of MAJCOM's SAP portfolio and related missions and recognized as the MAJCOM authority on cross capability and functional SAP activities. Ideal Candidate will provide senior level Program Management insight, expert guidance and advice regarding cost, schedule and performance of SAP/SAR programs to Center/MAJCOM leadership, Air Force Headquarters Staff, and/or other services/agencies. Based on unique work environment and special program requirements and processes, position requires Special Access Program/Special Access Required (SAP/SAR) experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery level knowledge of the effective use and application of acquisition procedures, elements, and techniques to advance capabilities and improve materiel resource planning, execution, and assessment across all major AFMC special program areas.
  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to acquisition capability development and strategic planning and programming. Specifically, knowledge of current acquisition Program Management principles such as requirements generation, funds execution, contracting methodologies, milestone approvals, risk assessments, systems engineering management, and test execution to cover the entire materiel acquisition life-cycle.
  • Knowledge of the mission, roles, function, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance.
  • Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within technical capabilities and available resources.
  • Ability to communicate orally and in writing, clearly, concisely with technical accuracy to senior leaders at various security levels.
  • In-depth knowledge of the acquisition process from developmental planning to the end of program lifecycles to support the Planning, Programming, Budgeting, and Execution (PPB) process. This knowledge should be current and run the gamut from program office to center-level process through Air Staff and OSD process. A high degree of analytical ability to discern changes to program security levels, acquisition phases, and funding across AFMC centers and AF groups.
  • Knowledge of safety and security regulations, practices, and procedures to include classified areas.
  • Ability to analyze, plan and adjust work operations of one of more organizational segments to meet program requirements and objectives within available resources.
  • Communication skills and abilities, verbal and nonverbal, in conjunction with the ability to present and influence decisions by the high levels of management, both within and outside of the directorate, and to support and defend recommendations to those levels.
  • Skill to negotiate and/or defend findings and program support concepts and skill in preparing and presenting highly complex technical material or highly complex issues, or both, to non-specialists.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
