This position is in the General Services Administration (GSA), Office of the Deputy Administrator, Project Management Office (PMO) for the Technology Modernization Fund (TMF).

The employee serves as a consultant and technical project expert for providing advice on IT concepts and practices and is accountable for the overall success of the program, ensuring alignment with critical organizational priorities.

Duties

Help

  • Oversees a variety of duties related to the funding and implementation of long-term IT projects including: identifying agency needs and requirements; analyzing system requirements and environments; conducting or leading lower graded employees in the completion of in-depth analytical studies, cost-benefit analyses.
  • Serves as an authoritative technical consultant to agencies. Engages with agencies to develop and revise important, complex and intricate IT policies, practices, products, services, and strategies based on laws, regulations, business needs, and user needs.
  • Partners with customers to ensure projects and programs meet business and user needs and provides consultative support to improve business process/practices, in coordination with technology modernization and transformation initiatives.
  • Reviews and monitors program progress and adherence with the organization's vision, mission, and objectives, recommending actions and proposed changes to ensure the program is successful and remains in alignment with strategic initiatives; and proactively identifies potential issues which may impede successful implementation.
  • Serves as a liaison to program personnel within an agency to convey information regarding modern software development best practices, policies and goals; to clarify procedures; and to interpret directives as needed.

The GS-14 salary range starts at $143,913.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Specialized experience is: 

  • Managing long-term IT projects, including funding, planning, requirements, analysis, and implementation.

  • Leading studies, cost-benefit analyses, and reviews to support IT system and project decisions.

  • Developing or revising IT policies, practices, services, or strategies based on laws, regulations, business needs, and user needs.

  • Advising customers and stakeholders on IT modernization, software development practices, and business process improvements.

  • Monitoring project progress, identifying risks or issues, and recommending changes to keep work aligned with program goals.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in applying IT policy, planning, performance measurement, and project management principles to identify requirements, establish investment priorities, develop business cases, conduct cost-benefit analyses, evaluate total cost of ownership and implement performance metrics.
  2. Skill in applying IT principles, methods, and standards to develop and interpret IT policies and strategies, provide technical guidance, and formulate recommendations that support organizational goals and user requirements.
  3. Skill in establishing and maintaining collaborative working relationships with stakeholders at all organizational levels and with the public to facilitate communication, coordination and mission accomplishment.
  4. Skill in developing solutions to integration and interoperability issues and designing, developing, and managing systems that meet business requirements while supporting program objectives, implementation efforts, and the enhancement and optimization of existing architectures.
  5. Skill in communicating software development practices, requirements, and objectives to stakeholders and facilitating coordination, understanding and implementation across organizational functions.
