The Training Manager is a member of the Director's staff and is an active participant in all aspects of station training. Primary focus will be creating training plans and change management strategies that maximize employee engagement and drive faster adoption, greater utilization, and higher proficiency on the changes impacting employees, the agency, and the Veterans we serve. Discretion is paramount as the Training Manager will be privy to high-level confidential information.

This vacancy is open to current, permanent (career/career conditional) employees of the Waco, TX VBA Regional Office and CTAP eligible only. For purposes of this job announcement, Fiduciary Hub bargaining unit employees in the commuting area of 50 miles are considered facility employees.

Duties

Help

Specific duties include:

  • Working closely with the Director and Assistant Directors in formulating station policy and planning station actions based on local needs and Central Office directives.
  • Leading the training and change management activities across business lines within the Regional Office (RO) and focusing on implementing changes to business processes, systems, technology, and job roles.
  • Assisting the Director and Assistant Directors in assessing priorities and resources needed to meet program objectives through the development and execution of stakeholder communication, relationship management, and organizational change management strategies.
  • Reviewing, analyzing, and evaluating division reports and statistical data to provide advice to management on training, change management, production, and quality goals and objectives. These reports are communicated verbally and in writing.
  • Assisting the Director and Assistant Directors in developing a training and change management strategy to include a communication plan, implementation of a roadmap, coaching plan, training plan, and resistance management plan.
  • Providing formalized training and recommending, as appropriate, revisions to procedures or policy to correct deficient areas based upon trends noted on quality reviews, by using review results, regulations, directives, and other relevant material to train employees specific to their division work.
  • Serving as the primary Training Management System subject matter expert for the station.
  • Providing sound advice and guidance to station management in achieving the RO's objectives.
  • Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/29/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Multiple SF-50's may be needed to verify completion of the 52 weeks at the previous grade level.

MINIMUM QUALIFICATION REQUIREMENT: GS-12 Grade Level.
  • Specialized Experience: Specialized experience is defined as experience supervising or managing adult learning programs within a Federal agency, military installation, or private organization. To qualify, your background must include managing logistics, scheduling, and resources required for training courses; developing training plans designed to support new agency goals or missions; and reviewing, analyzing, or evaluating the effectiveness of training courses or training.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
