Duties

Help
  • Provide guidance on human resource and budgetary utilization, position classification, and position management activities.
  • Manage recruitment, selection, promotion, awards, and training to ensure compatibility with staffing plans and funding levels.
  • Assess adequacy of available funds, revise budget estimates, and prevent over-obligation.
  • Evaluate budgetary and contracting requirements, travel and per diem costs, and recommend changes to reporting forms and procedures.
  • Create new or revised day-to-day procedures to improve resource management.
  • Prepare budgetary justification statements, research financial data, and track expenditures using USDA financial systems.
  • Work with program staff to ensure adequate staffing, budgetary, and operational projections during policy implementation.
  • Oversee development of standard operating procedures for resource management activities, including position management and workload metrics.
  • Manage administration, inventory, and reporting of government property; ensure compliance with FSIS policy and OSHA regulations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade or equivalent level in the normal line of progression for the position being filled.

Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates the statements below:

  • Led organizational improvement projects that strengthened resource allocation and enhanced the structure of administrative operations
  • Provided guidance on position classification and position management to support effective use of human resources.
  • Prepared budget justification materials and applied USDA financial systems to research and monitor financial data.
  • Reviewed available funding and adjusted budget estimates to prevent over-obligation and maintain fiscal integrity.
  • Oversaw procurement activities, including evaluating requisitions and ensuring compliance with contracting standards.
  • Developed written communications that conveyed policies and resource-use strategies to support organizational decision-making.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
