The United States Space Force (USSF) Combat Forces Command (CFC) 13th Space Warning Squadron (13 SWS) at Clear Space Force Station, Alaska is searching for an Installation/Station CES QA/PM (NH-0801-03, GS 12/13 equivalent).
Description:
As the 13th Space Warning Squadron (13 SWS) Installation/Station CES QA/PM, the selected individual manages the Civil Engineering (CE) Quality Assurance (QA) Program and serves as a Contracting Officer's Representative (COR)/Quality Assurance Evaluator (QAE). They oversee contracted facility operations, maintenance, and repair services to ensure strict compliance with the Performance Work Statement (PWS). Leveraging professional civil engineering expertise, this role manages new construction, renovation, and modernization projects across multiple funding streams-including MILCON, sustainment, and UMMC-while updating Quality Assurance Surveillance Plans (QASPs) and contract modifications. As an Activity Management Plan (AMP) Manager, they establish short- and long-range infrastructure priorities based on mission risk and life-cycle return on investment to advocate for resources at the Corporate Board. Finally, they serve as the key liaison between squadron leadership, contracting officers, and vital external execution agents (USACE, AFCEC, and AFIMSC) to evaluate contractor performance and resolve critical operational deficiencies.
The ideal candidate for this position is a highly skilled technical professional who serves as the installation-level Quality Assurance (QA) authority and Contracting Officer's Representative (COR) within the Base Civil Engineer (BCE) organization, independently managing and executing the Civil Engineering QA program. They must possess the engineering expertise and project management acumen necessary to oversee complex facility construction, maintenance, repair, and infrastructure projects-including Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON)-ensuring absolute compliance with professional engineering standards, design specifications, building codes, and safety regulations. Through diligent quality assurance surveillance, robust infrastructure planning, and seamless technical coordination with contractors and mission partners, the successful candidate will play a critical role in verifying compliance, mitigating risks, and guaranteeing the structural integrity, operational readiness, and long-term viability of the installation's physical infrastructure in direct support of the Department of War mission.
Key Skills and Abilities:
Knowledge of Civil Engineering Principles: Professional knowledge of civil engineering concepts, principles, and practices (consistent with the GS-0800 Engineering and Architecture Group classification standards) applicable to the design, construction, sustainment, and maintenance of installation facilities and infrastructure.
Knowledge of Construction Standards and Regulations: Comprehensive knowledge of the Unified Facilities Criteria (UFC), national building codes, occupational safety regulations (e.g., OSHA), and environmental compliance requirements relevant to installation construction and engineering projects.
Skill in Quality Assurance and Contract Surveillance: Advanced skill in applying quality assurance methodologies and performing contractor surveillance-including development and use of Quality Assurance Surveillance Plans (QASPs), site inspections, structural evaluation, and material testing validation-to ensure compliance with the Performance Work Statement (PWS), technical directives, and contractual requirements.
Knowledge of Contract Administration and Acquisition: Knowledge of federal contracting and acquisition principles and the duties of a Contracting Officer's Representative (COR)/Quality Assurance Evaluator (QAE), including surveillance and documentation of contractor performance, preparation and tracking of deficiency reports (TDVs, DSVs, UCRs) and change orders, and support to source selection, in accordance with the CO's Designation Letter, the FAR/DFARS, and applicable Air Force guidance.
Ability to Interpret Technical Engineering Data: High proficiency in reading, interpreting, and analyzing complex engineering drawings, architectural plans, schematics, contract specifications, and technical orders.
perform root-cause analysis on engineering defects or systemic process failures, evaluate project and trend data, and develop technically sound, cost-effective corrective actions.
Skill in Technical Communication: Strong oral and written communication skills to articulate complex engineering concepts, draft precise technical documentation and inspection reports, and negotiate or enforce compliance with contractors, senior leaders, and other officials.
Position is designated special-sensitive and requires a TS security clearance with eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in TS SAP to fully perform the duties of the position.

This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
May be required to work overtime on an unscheduled or emergency basis.
Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
