Summary

As a Project Manager, you will manage one or more projects, which may involve highly-complex, and/or sensitive projects within the Office of Assisted Acquisition Services (AAS). This office provides cradle-to-grave acquisition, project, and financial management support.

Location of position: Federal Acquisition Service, Assisted Acquisition Services, Acquisition and Procurement Center of Excellence

Duties

Help

  • Operates as a Project Manager providing technical and acquisition support for commercial and/or non-commercial acquisitions, including but not limited to Information Technology (IT) services, Professional Services (PS), digital services, operations and maintenance, and managed services on a national scale. Manages projects in accordance with all pertinent DoD or agency specific regulations acquisition authorities and principles.
  • Facilitates the development of interagency agreements between FAS and the customer agency in a fee-for-service environment. Prepares or assists customers with the development of Statements of Work (SOW) or Performance Work Statements (PWS), including but not limited to Information Technology (IT) services, Professional Services (PS), digital services, operations and maintenance, and managed services requirements. Collaborates with Contracting Officers, providing acquisition solutions to meet agency needs, and demonstrates an understanding of various contract types (Firm-Fixed Price, Labor Hour, Time and Materials, etc.).
  • Collaborates closely with stakeholders to precisely define program requirements and objectives. Plays a pivotal role in developing comprehensive acquisition strategies, considering critical factors such as budget, schedule, and overarching program goals. Engages in market research, identifies potential sources, and evaluates industry capabilities.
  • Ensures active stakeholder engagement, involving them in decision-making processes and seeking their input to maintain a sense of ownership and commitment. Manages expectations regarding project goals, schedule, and deliverables, with regular updates aligning project objectives with stakeholder expectations.
  • Develops, monitors, and manages project budgets and contractual spend, ensuring careful planning and allocation of financial resources. Oversees the financial aspects of contracts and agreements, including budgeting for contractual obligations and ensuring compliance with financial terms.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • The incumbent of this position may be subject to drug testing.
  • Position requires temporary duty business travel approximately 25% of the time.

The GS-13 salary range starts at $106,437 per year and varies by location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.  Specialized experience is experience managing various types of contracts (Fixed-price, Time and Material, Labor Hours, etc.) for commercial and/or non-commercial acquisitions, including but not limited to Information Technology (IT) services, Professional Services (PS), and/or managed services/supplies. Such experience must include: project management, monitoring contractor performance, and applying financial management principles and practices to acquisitions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of commercial and non-commercial acquisition practices, particularly in areas such as IT services, professional services, and/or managed services/supplies.
  2. Skill in project management to develop, oversee, and manage various types of contracts, including interagency agreements, task orders, and performance work statements.
  3. Ability to conduct studies and analysis to arrive at solutions for customer requirements nationwide or involving state-of-the-art or precedent-setting business or technology needs.
  4. Skill in communication to effectively engage with customers, Contracting Officers, and other stakeholders, understand requirements, develop solutions, and facilitate the procurement process.
  5. Knowledge of financial policies and procedures, statutes, regulations, and directives needed to carry out specific job-related activities, which include but is not limited to evaluate/approve invoices, track expenditures/burn rates, provide financial reporting/status to internal and external stakeholders.
