The incumbent leads and directs the AF/A6X Directorate, serving as the Air Force focal point for all Resources, Policy, and Programs matters associated with Warfighter Communications and Cyber Systems. Establishes strategic priorities, organizational objectives,
and performance expectations to ensure mission effectiveness, operational readiness, and modernization.

Advises the Deputy Chief of Staff for Warfighter Communications and Cyber Systems on enterprise risks, strategic tradeoffs, and long-term investment decisions. Ensures unity of effort across Headquarters Air Force directorates, Major Commands, Combatant Commands, and external partners.

They direct the development, coordination, approval, and implementation of Air Force policy and guidance governing Warfighter Communications and Cyber Systems and ensure policies are consistent with Federal law, Presidential direction, Department of Defense
directives, and Air Force strategy. They establish and oversee governance processes to adjudicate competing requirements, resolving policy conflicts, and enforce enterprise standards. The incumbent represents the Air Force in senior-level forums with the Joint Staff, Office of the Secretary of Defense, Combatant Commands, Military Departments, Congress, and interagency organizations.

The incumbent exercises enterprise responsibility for planning, programming, budgeting, and execution of the Air Force Warfighter Communications and Cyber Systems portfolio, valued in excess of $15 billion. Directs long-range planning, program development, budget formulation, and execution oversight to ensure effective stewardship of resources. They review and approve plans and submissions to ensure resources are aligned with operational priorities and used efficiently. They provide final approval of PPBE submissions and defend Air Force positions during internal reviews and external engagements.

They ensure Warfighter Communications and Cyber Systems capabilities are fully integrated into Air Force and Joint operational concepts, acquisition strategies, and future force design. They direct enterprise capability planning and analysis to inform investment decisions and mitigate operational risk and provide strategic assessments and recommendations regarding command and control, airborne and expeditionary communications, information networks, senior leader communications, and mission assurance.

The incumbent provides executive leadership and oversight of assigned military and civilian personnel. Establishes organizational priorities, oversees senior leaders, and ensures effective coordination with subordinate organizations and the AF/A6 Operations Directorate (AF/A6O). Ensures sound personnel management practices, workforce planning, succession management,
and compliance with Air Force policies related to equal opportunity, security, safety, and ethics.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has education, training, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Candidates will not be hired based on their race, sex, color, religion, or national origin.

In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB).

To meet the minimum qualification requirements for this position, you must show that you possess the education, Technical Qualifications (TQ), and Executive Core Qualifications (ECQ) related to this position within your resume (not to exceed 2 pages). Resumes over the 2-page limit will be disqualified. Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). CERTIFICATIONS:
The incumbent must possess or be willing to achieve Cybersecurity Workforce Management certification (8570.01 IAM level III) or equivalent within one year of gaining the position.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications.

TQ 1: Demonstrated knowledge and personal experience leading, directing, and managing corporate-level resource management, strategic planning, and the Planning, Programming, Budgeting, and Execution (PPBE) process for a multi-billion dollar enterprise portfolio functions, activities, and programs in the federal government or private industry.

TQ 2: Demonstrated expertise and experience in leading the development and implementation of major Air Force Warfighter Communications and Cyber Systems policy, guidance, and resource initiatives and programs, to include directing long-range planning, program development, and budget formulation for a portfolio valued in excess of $15 billion; establishing governance processes to adjudicate competing requirements; and ensuring capabilities are integrated into Joint operational concepts and future force design.


EXECUTIVE CORE QUALIFICATIONS (ECQs): All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs:

ECQ 1. Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2. Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3. Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4. Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5. Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Please note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program, or have SES reinstatement eligibility, you must attach proof (e.g., SF-50 or Certification by OPM's SES Qualifications Review Board) of your eligibility for noncompetitive appointment to the SES.

Education

A Bachelor's or Master's degree in an Information Technology-related field (e.g., Cybersecurity, Computer Science, Data Science, or Information Systems) is desired degree or an advanced degree in either a technical or management field is highly desired.

Additional information

In addition, DoW requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities. Executives must demonstrate an ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume.

Tiering: The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department.

Salary: $186,207.00 - $209,600.00 per annum. (Air Force Tier 2) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses. This is a SES Career Reserved position and is assigned a precedence priority code of DV-6, Tier 1 for protocol purposes.

Mobility: Organizational and geographical mobility is essential in developing and managing SES and DISES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.

Veterans' Preference: Veterans' preference is not applicable to the SES.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

Upon selection, if not already a member of the SES serving under a career appointment, the selected candidate must have their executive qualifications certified by the U.S. Office of Personnel Management (OPM) Qualifications Review Board (QRB) prior to appointment. The selected candidate's application will be forwarded to OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Once QRB certified, the selected candidates will be required to serve a one-year probationary period.
