JOB TITLE:  GRAPHIC ARTS'' MANAGER

SUMMARY OF DUTIES

Provides creative leadership for MCCS Marketing by planning, designing, and overseeing integrated marketing campaigns across digital, social media, web, email, and print channels. Supervises graphic designers, manages cross-platform content creation, and ensures all materials align with MCCS brand standards. Coordinates with internal and external media outlets to provide omnichannel graphic media support to branches and facility managers.
 

Manages internal procedures, resources, office financial plans, and approved budgets for the graphics section to maximize productivity. Evaluates emerging marketing technologies, manages digital asset libraries, and ensures compliance with Section 508/WCAG 2.1 accessibility standards, SEO principles, and DoD AI creative tool policies. Develops long-range section plans, monitors operating programs, and directs necessary corrective actions or facility improvements.
 

Exercises full personnel management authority directly or through subordinate supervisors. Schedules work, evaluates performance, counsels and trains employees, and approves leave and personnel actions. Actively supports Equal Employment Opportunity (EEO) and Sexual Harassment policies. Enforces strict asset security to minimize fraud, waste, and abuse.
 

Delivers high-quality customer service by resolving problems efficiently and maintaining positive communication. Establishes, implements, and monitors an Activity Safety Program in compliance with OSHA and Base Safety regulations. Conducts quarterly safety meetings, provides safety training, reports workplace accidents promptly, and supports "Return to Work" initiatives.

BASIC REQUIREMENT 


¿    Four (4) years of progressive management responsibility in Graphic Design, Advertising, Marketing, Digital Media, Communications, or a related field AND a Bachelor¿s degree in Graphic Design, Marketing, Communications, Digital Media, Journalism, or a related discipline; OR a certificate of completion from an accredited college, university, or professional institution with at least 6 semester hours per year in Graphic Design, Communications, Marketing, Digital Media, or a related subject area.

¿    Basic photography and/or videography skills, including use of digital cameras, lighting equipment, and post-production editing software are a plus but not required.
 

QUALIFICATION REQUIREMENTS 


1. Ability to work independently under limited supervision and meet strict deadlines.

2. Proficiency in current industry-standard design and content creation software, including Adobe Creative Cloud (Photoshop, Illustrator, InDesign), knowledge in Canva Pro, and/or Figma is desirable.

3. Demonstrated ability to develop creative concepts and produce photography, video, and layout designs for multi-channel distribution (digital and print).

4. Demonstrated understanding of publication design principles, including grid systems, typographic hierarchy, color theory, and composition for multi-page digital and print documents.

5. Proficiency with industry-standard publication design workflows, including preflight checks, bleed and margin specifications, print production handoff, and PDF/X standards for press-ready output.
