The United States Space Force (USSF) at Clear Space Force Station, Alaska is searching for a IT/Cyber COR/QA Program Manager to support 13 SWS (OBN) (NH-2210-03, GS-12/13 equivalent).
Description:
Manages the Information Technology (IT)/Cyber Communications (Comm) Quality Assurance (QA) Program and performs QA evaluation and documentation of contractor performance. Conducts inspections in Communications Operations, Computer Operations, Radar Maintenance, Computer Maintenance, Site Maintenance Management, LAN/WAN, Site Security Systems, Administrative Telephone Systems, and other assigned areas. Determines contractor compliance with technical directives, quality, safety, timeliness, Air Force Instructions, and other contract requirements. Develops the inspection schedule for contractor-supplied services and maintains/updates Quality Assurance Surveillance Plans (QASPs), Statements of Work (SOWs), contract modifications, inspection logs, and activity records.
Assesses policy needs and develops, approves, and interprets policy and procedures governing Information Technology (IT) and cybersecurity activities. Serves as the Information Systems Security Manager (ISSM), establishing, maintaining, and enforcing the organization's cybersecurity program in accordance with the DoD Risk Management Framework (RMF), DoDI 8500.01, DoDI 8510.01, and applicable Air Force/Space Force cybersecurity guidance. Interprets DoD, AF, and higher headquarters guidance and applies it locally, coordinating across organizations to develop, revise, and modify policies and assessing impacts on business requirements.
Manages the Assessment and Authorization (A&A) process, prepares and maintains system security authorization packages, and supports Authorizing Official (AO) decisions to achieve and sustain Authorizations to Operate (ATO)
Provides technical expertise in the acquisition and installation of large, complex operating system environments, including personal computers, LAN servers, components, and associated software. Independently oversees testing, migration, and cutover with minimal disruption and provides post-implementation support. Ensures appropriate configuration and sufficient system resources for new applications. Establishes project plans, priorities, and implementation schedules to ensure continuity of operations. Evaluates operating system design requirements and consults with developers on impacts to end-user applications. Oversees hardware/software setup and configuration per the technical design plan, coordinating installation and sustainment with IT, telecommunications specialists, and the database manager.
Serves as the Contracting Officer's Representative (COR) for the installation Comm/Cyber contract, performing contract administration duties designated in the CO's Letter of Designation. Prepares Corrective Action Reports (CARs), documents deficiencies, analyzes contractor responses for root cause and corrective actions, and performs follow-up to resolution. Reviews technical specifications, requirements, and procurement request documents; leads technical proposal reviews; and determines adequacy of vendor capability.
Serves as liaison between the Commander, Contracting Officer, contractor, Director of Mission Assurance, and other Air Force/Space Force personnel.
Coordinates with the SCIF Manager, SSO, security personnel, and Authorizing Official chain on personnel access, SCI indoctrination, cybersecurity risk, and security incidents, violations, or deviations affecting information systems and the SCIF. Participates in meetings to resolve problems, discuss procedures, and review contractor performance. Notifies the Senior Quality Assurance Evaluator, supervisor, and Contract Quality Program Manager of deficiencies, prepares file documentation, and recommends changes to surveillance methods as warranted.

Purpose: The purpose of this position is to support the Communications and Cyber Quality Assurance (QA) program by providing the unit commander, director, and senior leadership with a comprehensive assessment of the unit's ability to perform key logistics processes. This is accomplished by ensuring standardized, repeatable, and technically compliant process execution, while promoting a culture of professional excellence and personal responsibility. The primary focus is on personnel proficiency and adherence to established policies and procedures.
Must be able to obtain and maintain a Top-Secret / SCI security clearance.
Must be a U.S Citizen.
Required to handle and safeguard sensitive and/or classified information and/or files in accordance with regulations to reduce potential compromise.
May be required to work overtime on an unscheduled or emergency basis.
Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.

Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
