The United States Space Force (USSF) Space Operations Command (SpOC) Director of Intelligence (S2) at Peterson Space Force Base, Colorado is searching for a S2Z Division Chief (GG-0132-15).

In accordance with Executive Order 13957, and Executive Order 14410, this position is being placed under Schedule Policy/Career in the excepted Service.

Description:
The Division Chief is an executive-level leader and key integrator responsible for directing multi-disciplinary intelligence programs, securing critical resources, and fielding next-generation mission capabilities. This role requires an accomplished professional with extensive MIP and/or NIP Planning, Programming, and Budget Execution (PPBE) experience (preferably at the MAJCOM-equivalent or Service-level PEM level) to effectively advocate for intelligence mission requirements. Leveraging a strong STEM-related bachelor's or master's degree and broad program management expertise across multiple intelligence disciplines, the Division Chief leads cross-functional teams to translate complex operational needs into technical requirements and high-impact acquisition documents (including PWS, SOW, SOO, and TDL). Ultimately, this leader bridges the gap between emerging technological solutions and the warfighter, partnering with contracting offices and vendors to deliver advanced intelligence capabilities at cost, on schedule, and in strict alignment with national security missions.

Ideal Candidate:
The ideal candidate for the Division Chief position is a highly experienced leader with a strong technical background and extensive expertise in Intelligence disciplines, program management, and financial planning. This individual excels at delivering new intelligence capabilities, managing complex contracts, and collaborating with cross-functional teams to advocate for mission requirements.

Knowledge, Skills & Abilities:

  1. Mastery of intelligence, surveillance, and reconnaissance and space-related operations, to include knowledge of the respective collections and operating systems, signal search and analysis, and a working executive knowledge of space-related orbital mechanics (i.e. how Keplarian law relate to intelligence collection limitations), a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources.
  2. Mastery of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources including unique, state of the art SAR intelligence-related capabilities sufficient to render quick recommendations to USSF decision-makers in an environment of rapidly changing threats, requirements, and technology growth.
  3. Mastery and knowledge of USSF organizations and methodology, planning and programming methodologies, the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations.
  4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
  5. Ability to manage a small staff and carry out all phases of personnel management responsibilities.

  • Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)
  • A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees must pass initial and periodic short notice drug testing.
  • May be required to travel by military or commercial aircraft.
  • This is a Centrally Managed position and PCS is authorized.
  • This is a Mission-Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization.
