Duties

Help
  • Serves as the Security Manager for the Assistant Chief of Staff, G2, Joint Readiness Training Center (JRTC) and Fort Polk.
  • Manages Information, Personnel, Physical, and Industrial Security programs and develops related security policies and procedures.
  • Manages Sensitive Compartmented Information program IAW DODI 5105.21 Vol I, II, and III as the alternate Special Security Officer.
  • Performs review and analysis of sensitive and/or classified paper or electronic documents and accepts or rejects documents in accordance with applicable policies, rules, regulations and laws.
  • Serves as the Deployment Threat Analyst (DTA), conducting terrorist threat assessments and providing in support of the Force Protection Security Program.
  • Performs as the alternate Foreign Disclosure Officer; executing Foreign Disclosure Program IAW AR 380-10 and the DoD National Disclosure Policy.
  • Reviews contracts, security negotiations with contractors, and preparation and review of contractor access documentation in accordance with national and agency Industrial Security guidelines.
  • Directly supervises employees engaged in the personnel security mission, providing advise, guidance, and instruction to employees on work and administrative matters.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Temporary duty (TDY) travel up to 10% of the time.
  • Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • This position is the Security Professional Education Development (SPeD) Certification Program and is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. (See Additional Info below)
  • This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.
  • A Key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their organization to function effectively.
  • Because of the essential nature of these positions, the Sec of the Army, or his/her designee, shall designate such positions as Key positions and shall require that they not be filled by Ready Reservists or military retirees with recall obligations.
  • Prior to occupying the position, Civilians must be exempted from recall to active duty because of Reserve or retired military obligations.
  • Shift work (24-hour on-call) may be required due to the mission of the Organization.
  • Must be able to maintain a valid Motor Vehicle operator’s License.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience which includes:

1. Experience leading and administering a multi disciplined security program in the Federal government or private sector AND
2. Experience with development and application of policies and procedures to safeguard national security intelligence, counterintelligence, operational, and personnel security-related information AND
3. Experience conducting threat assessments, developing and maintaining databases on terrorist threats, and presenting findings which are perceived as a threat to DOD personnel and/or property AND
4. Experience with the application of policies, rules, regulations and laws to the retention of sensitive/classified information to make determination on acceptance or rejection.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
