  1. SERVES AS INSTALLATION DISABILITY PROGRAM MANAGER. Develops and implements special program initiatives that will enhance the employment of individuals with disabilities.
  2. PERFORMS DATA ANALYTIC RESPONSIBILITIES. Functions in accordance with Equal Employment Opportunity Commission (EEOC) Management Directive-715 Equal Employment Opportunity Program.
  3. PARTICIPATES IN SPECIAL INITIATIVES, STUDIES, PROJECTS, AND AFFIRMATIVE EMPLOYMENT ACTIVITIES. Assist in development and update of affirmative employment plans, preparation of annual reports and conducting WWG and/or EEO Advisory Committee meetings.
  4. PROVIDES ADMINISTRATIVE SUPPORT. Prepares written correspondence, power point presentations, etc.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in directing, managing, and leading the installation disability program committee. Responsible for administering, maintaining, evaluating and publicizing disability program. Works with other personnel to identify potential program initiatives or special projects that could improve the use of resources, solve problems, or enhance program effectiveness. If assigned as a project leader, analyzes taskings, and then plans and oversees, reviews, and consolidates the work of others. Provides written reports and/or briefings outlining findings and recommendations, and coordinates results with activities both within and outside the EEO office. Prepares items for newsletters, responses to Congressional Inquiries, reports of special studies, scripts for briefings, letters responding to inquiries from employees and other customers, and supplements to regulations and directives.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • In-depth knowledge of a wide range of federal human resources concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations.
  • Knowledge of a wide range of concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve equal opportunity demographic problems and make technical recommendations for resolution.
  • Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
  • Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
  • Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives.
  • Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
