This position is located in the Bureau of Global Health Security and Diplomacy (GHSD), Office of Program Transition and Supply Chain (PTSC). GHSD leads U.S. diplomatic engagement and implements global health and global health security programs, including to address HIV/AIDS, malaria, tuberculosis, polio, and emerging infectious disease threats.
Summary
This position is located in the Bureau of Global Health Security and Diplomacy (GHSD), Office of Program Transition and Supply Chain (PTSC). GHSD leads U.S. diplomatic engagement and implements global health and global health security programs, including to address HIV/AIDS, malaria, tuberculosis, polio, and emerging infectious disease threats.
U.S. Department of State career or career conditional status employees in the competitive service; employees who are on temporary or other non-status appointments who have reinstatement or non-competitive eligibility for a competitive service appointment (e.g., career Foreign Service employees, employees on an excepted service appointment at the USUN who have previous career status, etc.); and CTAP
Serves as a Public Health Advisor and as a senior award manager for contracts potentially valued at hundreds of millions of dollars for commodities and supply chain support to partner countries around the world.
Assists the Program Transition Team in identifying and implementing strategies to diversify the nature and scope of partners engaged in U.S. international health assistance.
Initiates and maintains contacts with U.S. embassy teams worldwide to track and monitor supply chain projects.
Leads and participates in the design and award of new instruments, the transition of existing awards to new Department of State-owned award mechanisms, and future award management for commodities and supply chain logistics.
Must be able to obtain and maintain a Secret security clearance.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities;
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings;
Knowledge of a specialized public health program;
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Examples of qualifying specialized experience include:
• Public Health Advisor positions - providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.
• Public Health Analyst positions - conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
In addition, qualifying specialized experience must demonstrate the following:
Experience overseeing and providing technical guidance for supply chain, logistics and commodities procurement related to international health programs.
Experience providing guidance in the design, implementation, and analysis of supply chain-related contracts and grants for HIV/AIDS prevention treatment and care programs.
There is no substitute of education for specialized experience for the GS-14 position.
