This position is open to the following: Area I - Permanent (Tenure 1/2) T32 technicians of the MT Army National Guard (MTARNG), Area II - Indefinite (Tenure 3) MTARNG T32 technicians & MTARNG T5 permanent (Tenure 1/2) or term (Tenure 3) employees that are military members of the MTARNG, Area III - military members of the MTARNG or T5 temporary (Tenure 0) employees that are military members of the MTARNG.

Duties

Help

Inspects aircraft and components. Inspections include, but are not limited to: Initial, In-process, Visual, Condition, and Final Inspections; Maintenance Operational Checks; and Accident Damage inspections.

Certifies by signature that services and repairs accomplished adhere to quality standards established by applicable publications.

Reviews and checks aircraft forms and records for accuracy and completeness. Determines maintenance requirements, inspection requirements, and compliance with technical standards. Verifies that entries on existing forms are accurate and reflect actual aircraft and component serial numbers and operating hours. Verifies that entries required to be transcribed to new forms are carried forward and entered accurately. Resolves discrepancies between recorded and actual status by research with other data-storing agencies OF by physical inspection. Corrects and certifies changes entered for record.

Provides technical assistance and expertise on aircraft maintenance and quality control matters to AASF maintenance and supported units. Must be able to perform the duties of aircraft maintenance positions supporting assigned aircraft. Participates in inspection, technical assistance, maintenance assistance, and instruction of unit and AASF personnel. Advises aircraft maintenance personnel on proper maintenance practices, procedures, and techniques. Reviews new and interprets existing technical publications applicable to inspection, modification, and maintenance of aircraft and equipment. Resolves technical problems encountered. Prepares reports of findings and makes recommendations on implementing quality control programs.

When designated on NGB Flying Status orders, may participate in aerial flights which are defined by applicable Army publications as Maintenance Test Flights. Serves as a member of the flight crew for the purposes of observing, recording, and diagnosing malfunctions, or otherwise assisting in determining the airworthiness of aircraft or the functioning of specific items/ components when expertise or services are required to accomplish in-flight test requirements.

May be required to assist authorized firefighters in the performance of fire/crash/rescue duties on an as needed basis.

Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in the employing state's National Guard. Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Appointments in the Title 32 MTNG technician program may terminate/suspend your military incentives; please see your MTNG Retention Office/Military Personnel Incentive Program Manager for details.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • External applicants must be able to start within 6 months of selection.
  • Incumbent is subject to uncommon tours of duty, rotational shift assignments and wartime duty, for which compensatory time off will be granted. May be required to fly in military or commercial aircraft for TDY purposes.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

GENERAL EXPERIENCE REQUIREMENTS:
Must have experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.

SPECIALIZED EXPERIENCE REQUIREMENTS:
In addition to journey-level experience or training equivalent to the WG-10 level, applicants must have experience that includes performing, coordinating, and/or overseeing the work and any periodic inspections to be done on an aircraft whether it is alone, or with the assistance of other mechanics and/or workers. Experience coordinating the work of other journey-level workers in other trades to work simultaneously on the aircraft. Experience serving as the technical authority to advise on, examine, and approve all airframe, mechanical, electrical, and pneudraulic repairs of assigned aircraft.

PLACEMENT STATUS/TENURE OF SELECTEE:

TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee of this agency and in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position.

TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee of this agency and in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available.

INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position.

INDEFINITE APPOINTMENT - State National Guard Members (includes T32 NTE employees and MTNG members not currently a federal employee): This is an obligated position. Selectee will be appointed as an indefinite employee (tenure 3).
