Duties include but are not limited to:

  • Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources.
  • VTS also collaborates with service providers in local communities to serve Veterans' transportation needs.
  • VTS works with a network of transportation options for Veterans through joint efforts with VA's Office of Rural Health and organizations, such as Veterans Service Organizations (VSOs) community transportation providers; federal, state and local government transportation agencies; non-profits and Veterans Transportation Community Living Initiative (VTCLI) grantees. The Mobility Manager is the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff.
  • Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes. The staff adjudicates mileage, lodging, meals, common carrier, SMT reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities. The BT program also administers all BT transportation related contracts. The program may also provide pre-approved transportation solutions and arrange SMT at the request of VA.
  • The incumbent manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.). Incumbent works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, Homeless and Rehabilitation.
  • The Mobility Manager is directly responsible for completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders. Additionally the Mobility Manager will utilized the Needs, Resources and Stakeholders Assessment to develop a Three Year Developmental Business Plan for submission to the VTP Board of Directors and the VTP Program Office in order to obtain funding for the program once the Business Plan is approved by the Program Office. Also, the Mobility Manager is responsible for managing the appropriate utilization of the Vet Ride System, including all the Administrative Portal, the web based Veteran Trip Request Portal, the Third Party Contractor Portal and the Special Mode Tracker Module, ensuring all security and compliance measures are complied with by all staff the Mobility Manager authorizes to use the system.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The Occupational Series 2101 includes an Individual Occupational Requirement (IOR). Candidates may not hold a position in this series without meeting the IOR requirements established by OPM.

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (MUST UPLOAD TRANSCRIPTS)

You may qualify based on your experience as described below:

  • Specialized Experience: (In addition to meeting time and grade and IOR) you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
  • Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related with a Major study of: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.(MUST UPLOAD TRANSCRIPTS). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as listed above.

Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
