The position is in the Veterans Benefits Administration (VBA), Office of Mission Support (OMS). The incumbent reports to the Assistant Director of Emergency Preparedness Division and serves as the Physical Security Specialist and provides consultation in security disciplines including personnel and physical security programs. The incumbent applies a general knowledge of security program interrelationships to coordinate the objectives and implementation of a specialized security program for VBA.

Help

Specific duties include:

  • The Physical Security Specialist applies policy direction and updates to specific operating requirements and develops guidance and instructions for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls.
  • The incumbent develops, implements, and monitors a variety of aspects of multiple security programs including personnel and physical security programs for VBA.
  • The incumbent responds to problems or questions involving implementation of security guidelines. Conducts assessments and inspections to ensure the security of VBA.
  • The Physical Security Specialist communicates security policies and procedures through meetings, written documentation, verbal presentations, and state of the art communications and media.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/27/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least None.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
  • Specialized Experience: defined as experience equivalent to the GS-12 level in the Federal Service related to Physical Security. This includes:
  • Comprehensive knowledge in security program planning at a major organizational level when such work involves applying policy direction to specific operating requirements and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls.
  • Knowledge of a broad range of security program relationships, or significant expertise and depth in one of the highly specialized areas of security. Comprehensive knowledge of critical infrastructure protection standards and applications, knowledge of alarm systems, technological, and engineering solutions to enhance physical security.
  • Represent their organizations as subject-matter experts on interagency committees and task forces formulating general program guidance for implementation in a variety of different operating environments where variations in methods and techniques may be needed to meet security program objectives.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary but requires some level of physical exertion, such as long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities.
