A GS-0301-11, AIRMAN AND FAMILY READINESS SPECIALIST:

  • Manage, control, & execute ANG Family Readiness & Support Programs, including:
    • Personal & Family Life Education
    • Airman & Family Readiness Deployment Support
    • Personal Financial Readiness
    • Employment Assistance
    • Military Child/Youth Programs & Education
    • Transition Assistance Program (Title 32 & Title 10 funding)
    • Wounded, Ill, & Injured Warrior & family support
    • Disaster Preparedness (EFAC / AFPAAS)
    • Relocation Assistance Program
    • Exceptional Family Member Program (EFMP)
    • Community Outreach & Cooperative Interface
    • Survivor Benefit Plan education at the unit level
  • Apply management principles, laws, regulations, & NGB guidance to administer family readiness & support programs.
  • Advise ANG Wing leadership on development & implementation of family readiness & support programs.
  • Provide family readiness assistance & support to Geographically Separated Units (GSUs).
  • Analyze current family support for Wing families; identify gaps in services & develop programs to close those gaps.
  • Monitor effectiveness of implemented programs & adjust as needed to improve outcomes.
  • Conduct projects & studies using analytical techniques to identify family readiness & well-being needs & concerns.
  • Continuously analyze effectiveness & efficiency of quality-of-life products & services using USAF & National Guard program goals & methodologies.
  • Develop plans for efficient resource management (resource center/discovery center, equipment, funding, tracking, & systems such as AFFIRST).
  • Forecast long-term family readiness & support resource needs based on Wing-level trends & directives.
  • Analyze Wing/GSU family readiness & support budgets & recommend solutions for existing or projected shortages.
  • Provide advice & assistance to support family needs during full or partial unit mobilizations, call-ups, & support missions.
  • Ensure full family readiness services during federal/state mobilizations & AEF deployments.
  • Assess & identify Wing/GSU family issues, trends, needs, program priorities, & effectiveness using appropriate research methods.
  • Evaluate ongoing Wing/GSU services to resolve overlap, duplication, or conflict & ensure goals & objectives are met.
  • Identify service member & family issues needing exploration & resolution; determine appropriate methods & resources.
  • Assess customer interactions & document all customer & community activities in AFFIRST.
  • Conduct formal & informal needs assessments to ensure proactive & reactive programs are available.
  • Use AFFIRST to report all metrics, including volunteer coordination, training, & volunteer hours.
  • Prepare & manage official correspondence & documentation (formal letters, position papers, reports, briefings, charts, bullet background papers).
  • Develop & deliver seminars, conferences, & orientation workshops for service members, families, & volunteers.
  • Conduct briefings & training for family members & volunteers.
  • Attend conferences, workshops, & meetings on quality-of-life, family readiness, transition, & support issues as required.
  • Participate in staff meetings to report on program status, concerns, & upcoming events.
  • Maintain records & databases to administer the family program & generate required reports for Force Support Squadron Commander/HRO (DP) & SFPD.
  • Provide quarterly expenditure reports to Wing MSF Group Commander/DP & forward to SFPD.
  • Design & execute marketing & public relations strategies to inform target populations of services & activities.
  • Update newsletters, develop flyers for unit family events, & maintain the unit family website.
  • Plan & schedule work to promote smooth flow & even distribution across the organization.
  • Coordinate plans & schedules with other managers & customers; adjust priorities as needed.
  • Plan work for subordinates, set & adjust short-term priorities, & prepare work schedules.
  • Assign work based on organizational priorities, difficulty, & staff experience/abilities.
  • Balance workload & provide advice & direction on policy, inspections/exercises, strategic planning, & administrative issues.
  • Structure assignments to create effective & economical positions.
  • Review organizational mission, functions, & manning; identify requirements & request additional resources (personnel, overtime, equipment, supplies, training, space).
  • Advise supervisor on significant issues & problems affecting work accomplishment.
  • Establish metrics & use analysis systems to ensure timely actions & reviews at critical points.
  • Review, accept, amend, or reject work products from subordinates.
  • Conduct self-assessments & provide detailed reports with corrective actions to supervisor; follow up to ensure resolution of discrepancies.
  • Assess & revise policies & procedures to improve quality, timeliness, & efficiency of work.
  • Other duties as assigned. (temporary, minor, or incidental tasks)

  • Must have a valid state driver’s license for the state in which they live or are principally employed.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
  • Position designated as Essential Personnel and subject to duty in preparation for, or in response to, a state emergency or disaster declaration; will not exceed 14 days, unless approved by NGB-J1.

Qualifications

GENERAL EXPERIENCE:

Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable?? work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Education Requirements:
High School Diploma or GED

Degree Required to qualify with Education Only (No Specialized Experience):
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Combination of Specialized Experience and Education:

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.

***Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.*** You must provide proof of attendance and proof must show inclusive dates***

  • Knowledge of various analytical techniques to conduct projects & studies to evaluate program effectiveness & efficiency.
  • Knowledge of evaluative techniques & methods (& the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, & evaluate the effectiveness & efficiency of the ANG Family Program sufficient to recognize & define social problems, to reach accurate conclusions, & to measure & improve human services program effectiveness & productivity, & make recommendations for program improvement.
  • Knowledge of project management & analytical study techniques to conduct studies concerning the efficiency & effectiveness of program operations.
  • Skill in evaluating various operational alternatives & developing recommendations for management consideration.
  • Ability to develop solutions based on findings of projects & studies. Ability to provide recommendations to unique & unusual issues or problems with multiple variables to assist family members.
  • Ability to provide briefings & orientations to family members & volunteers.
  • Ability to enhance & maximize the volunteer capability to support the family program with active volunteer services & maintaining records of volunteers for base family activities, particular services & specialty expertise.
  • Skill in establishing & maintaining effective working relationships using tact & diplomacy in interacting with individuals/families & program support representatives.
  • Skill in using various computer software database, spreadsheet & word processing.
  • Ability to collect, evaluate, & disseminate information & assess strengths, weaknesses, & needs of serviced population to establish program goals, objectives, & procedures.
  • Ability to communicate effectively both orally & in writing.
