This position is located within the Department of the Interior, Office of the Solicitor, Immediate Office of the Solicitor (IO), located in Washington, D.C.

At the full-performance level (GS-14) the major duties of the position include, but are not limited to the following:

  • Advise the Solicitor and Principal Deputy Solicitor on organizational strategy, management, and policy priorities; represent the Office of the Solicitor in Department-wide executive coordination; lead special management initiatives; and coordinate responses to high-priority, sensitive matters.
  • Direct workforce operations by overseeing performance management, employee development, training, succession planning, and personnel programs while ensuring organizational objectives, equal employment opportunity, workplace safety, and Departmental workforce policies are effectively implemented.
  • Manage the Immediate Office Budget by overseeing budget formulation, execution, internal controls, and funding requirements in coordination with the Office of the Solicitor Budget Officer.
  • Manage personnel, staffing, administrative, emergency management, and continuity of operations programs; coordinate executive correspondence and policy reviews; analyze workforce needs; and advise leadership on sensitive employee conduct and performance matters.
  • Manage classified communications and correspondence, coordinating with Departmental leadership, law enforcement, and security officials while ensuring compliance with applicable security requirements and protocols.
  • Oversee property, equipment, acquisition, inventory, and space management programs, ensuring effective stewardship, accountability, and utilization of government resources.

This position is classified as a Code 4 supervisor and does not meet the minimum requirements for application of OPM's General Schedule Supervisory Guide (GSSG) during the classification process. Code 4 supervisory positions exercise supervisory responsibilities 20% or less of their time and will not have the prefix of "supervisory" included in their title. Typically, code 4 supervisors are reserved for small organizations where no other supervisory options are practical and position management principles have been applied.

Salary Information: First time hires to the Federal government normally start at the lower salary range of the grade level.
GS-14 step 01 $143,913 per annum - GS-14 step 10 $187,093 per annum.

Qualifications

Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:

  • Leading or advising senior executives on organizational management, workforce planning, budget administration, strategic operations, policy implementation, executive correspondence, or administrative programs in a large and complex organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date of the announcement.
