This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Team Leader in the Area/Resident Office directing and coordinating field staff and contractors/subcontractors to ensure adherence to policies and schedules, controlling quality of construction, gathering data for estimates and change orders, progress reports, safety.

Help
  • Review plans and specifications to assure that team members are thoroughly familiar with job requirements.
  • Oversee and verify the preparation of sketches and estimates for required changes.
  • Liaise between team members and contractors to coordinate work on all projects, resolve controversial problems and/or conflicting interests.
  • Monitor accurate, timely reporting of construction site concerns such as progress, delays, claims, accidents, and injuries in order to document adherence to construction plans such as predetermined schedules and budget constraints.
  • Confer with contractor and discuss contractor's work schedules, submission of shop drawings, materials and/or certification for testing and approval.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Project assignments may vary location from the Area Office which may require a change of station move through a Management Directed Reassignment.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-11 level: One year of specialized experience which includes: Reviewing plans to ensure conformity with project requirements such as locality and field conditions; Monitoring contractor's quality control compliance and/or safety program; Preparing pay estimates based on conditions such as work completed, materials, and equipment at the job site; Observing all construction phases to ensure compliance with schedules, specifications, and shop drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Specialized Experience for the GS-12 level: One year of specialized experience which includes: Contributing to review processes such as biddability, constructability, and operability prior to contract award; Serving as liaison between multiple organizations to fulfill construction project administration; Processing modifications, claims, and/or purchase requests; Evaluating contractors' compliance to ensure quality control and/or safety requirements are met; Observing all construction phases to ensure compliance with schedules, specifications, and shop drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This is a developmental position to GS-12. You may be selected at the GS-11 or GS-12 level. Promotion to the full performance level is not guaranteed. You may be eligible for non-competitive promotion to the target position upon meeting time-in-grade restrictions and the following requirements:
    (1) Incumbent demonstrates ability to perform at target grade level;
    (2) Higher level work exists at target grade level;
    (3) Increased responsibilities are assigned;
    (4) Supervisor recommends promotion;
    (5) Incumbent completes all required training and conditions of employment, and;
    (6) Incumbent completes all regulatory requirements for career ladder promotions.
