Duties

Help

  • Directs financial management policy in support of the ARNG military organizations and units.
  • Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), National Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs that affect ARNG plans, policies, and missions.
  • Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC).
  • Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies.
  • Writes, implements and maintains an effective system of financial management controls for the state ARNG.
  • Exercises supervisory personnel management responsibilities.
  • Works under the general supervision of the USPFO who provides general policy guidance and is delegated commensurate authority to make final decisions and commitments within broad parameters of financial management.

CONDITIONS OF EMPLOYMENT:
1. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 2/24). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024
2. Must be able to obtain and maintain a Secret security clearance of the position.
3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1.
7. Federal employment suitability as determined by a background investigation.

11. Acceptance of a Federal position may terminate Tricare eligibility.

FM Certification Level 2
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

GENERAL EXPERIENCE:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to plan, direct, and coordinate difficult and complex programs;
- Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
- Ability to select, develop, and supervise a subordinate staff;
- Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
- Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
- A broad knowledge of agency operating programs;
- A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in training, mentoring, and problem solving;
- Ability to make oral and written presentations in a clear and concise manner;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;

SPECIALIZED EXPERIENCE: To qualify for the GS-0505-13 level, you must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Candidate must have a clear understanding of the role of the Financial Manager within the Army Comptroller Division of the US Property and Fiscal Office (USPFO) and the ability to work effectively within that structure. Must have the ability to translate complex financial data and federal regulations into meaningful information for command-level decision-making. Experience serving on or advising a Program Budget Advisory Council (PBAC) or a similar body. Experience with the statutory responsibility for the obligation, accounting, and administrative control of federal funds allocated. Experience serving as a certification officer for disbursements, which includes being pecuniarily liable for those payments and interpreting the legality and propriety of all financial transactions. Candidate has experience utilizing the General Fund Enterprise Business System (GFEBS) to perform financial management functions, including funds management, budget execution, financial reporting, and cost management. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. .
