Help

The Program Analyst (Performance) contributes to the agency's strategic planning, performance management, and the digital transformation of how the Peace Corps conducts its business. Major duties fall into three areas:

1. Data Analysis, Reporting & Visualization- Gathers, transforms, and analyzes large or complex datasets to produce clear, decision-ready insights, using AI-assisted tools to accelerate data transformation (e.g., writing and refining queries) while owning the analysis and interpretation.

  • Builds reports, dashboards, and visualizations using business intelligence and visualization tools (e.g., Power BI, Tableau) so leaders and staff have ready access to reliable data
  • Responds to data and analysis requests from internal staff, leadership, and the public, tailoring findings to the audience.
  • Automates recurring data collection, analysis, and reporting to improve speed and accuracy.


2. Enabling Digital Transformation Across the Agency- Partners with offices across the agency and works closely with the Office of Information Systems (OIS) to ensure the Office of Planning and Performance (OPP) and agency staff have the data, tools, and workflows they need to do their jobs well.

  • Identifies opportunities to adopt new tools and better ways of working, and helps colleagues learn and adopt them.
  • Contributes to responsible data governance and data-sharing practices in coordination with the analyst who leads that work, ensuring efforts connect to the broader transformation agenda.

3. Strategic & Performance Planning- Supports development, review, and reporting for agency-wide strategic and performance products, including the Annual Performance Plan, Annual Performance Report, and quarterly performance reviews, consistent with OMB and Congressional requirements and timelines.

  • Helps interpret federal performance management law, policy, and practice and translate it into practical guidance for agency leaders and goal leads.
  • Supports the design of accountability and strategic-alignment systems that help the agency execute on its priorities.

Specialized Experience at the FP-4 (GS-11) Level: To qualify for this position at the FP-4 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-5 or GS-9. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Assisting with analytical or evaluative work related to program performance, organizational effectiveness, or strategic planning; Gathering and transforming data and preparing draft reports, summaries, or visualizations; and Using data, spreadsheet, or business intelligence tools (e.g., Excel, Power BI, Tableau, SQL, or comparable tools) to organize or present information.

Ph. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

Specialized Experience at the FP-3 (GS-13) Level: To qualify for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-11. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Developing or analyzing performance measures and preparing comprehensive reports, briefings, or recommendations that inform program or organizational decisions; and Using data analysis and visualization tools (e.g., SQL, Python or R, Power BI, Tableau, or comparable tools) to analyze complex datasets and communicate findings to varied audiences.

Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying.

We're seeking a curious, adaptable analyst who is genuinely comfortable using and learning new tools - and who is excited, not hesitant, about working with AI as part of everyday practice. This role is a strong fit for someone energized by emerging technology; it is not well suited to applicants who prefer to avoid AI-assisted tools.
Strong candidates will bring several of the following. We don't expect any one person to bring them all, we expect the ability to learn the rest quickly:
- Comfort using AI tools to support data transformation (e.g., generating and refining queries) and document preparation

Superior Academic Achievement (SAA) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for SAA is described in the OPM General Schedule Operating Manual:

  1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (GPA) - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed in the OPM General Schedule Operating Manual. These honor societies are recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements:

  1. Divide your total months of experience by 12.
  2. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
  3. Add the two percentages.

Education must be obtained from an institution accredited by an organization recognized by the U.S. Department of Education in order to be used toward qualification requirements. Peace Corps Information:
  • This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service.
  • Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade.
  • If you are a current federal employee, your agency may grant you reemployment rights in accordance with Section 310 of the Foreign Service Act, 22 USC 3950. You must request and be granted reemployment rights prior to separation from your current federal agency.

Intelligence Background Information: Peace Corps Manual Section 611 is applicable to this position:
