This position is part of the Interior Business Center (IBC), Office of the Director (OD), IBC Office of the Director. The incumbent will be responsible for managing the facilities management function for a variety of locations, including multiple buildings and warehouse space in Lakewood, CO; Herndon, VA; and Sacramento, CA. Serves as a liaison for IBC staff in the Udall Building in Washington, DC.

Help

  • Manages and leads a staff of Federal Government employees with responsibility for all aspects of facilities management, space management, physical security, property management, and emergency management nationwide.
  • Facilitates and monitors all facility projects and oversees all building operations and maintenance (including cleaning, recycling, energy reduction, pest control, etc.), and billing for contract services.
  • Responsible for space planning, space assignment and utilization. Oversees space management projects from the preliminary planning stage through the design, construction, equipment installation, and acceptance stages.
  • Develops and oversees IBC's physical security program for real and moveable property. Establishes and manages security for all personnel assigned to or employed at the Lakewood and Herndon campus and other IBC locations as needed.
  • Oversees and manages emergency planning, preparedness, and response for IBC staff, contractors and facilities. Manages the development, maintenance, and coordination of the IBC Continuity of Operations Program (COOP) plan and Occupant Emergency Plans to include staffing, training, testing and exercising.

Qualifications

At the GS-15 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-14 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves ALL of the following:
1. Supporting facilities operations to help ensure safe, secure, and functional workplaces by contributing to space management, lease coordination, facility maintenance efforts, and planning for alterations and relocations.
2. Assisting in planning and organizing work for infrastructure or facility programs by coordinating activities, guiding staff or contractors, and supporting oversight of facilities, emergency management, or physical security functions.
3. Supporting emergency planning and preparedness activities by helping develop or update Continuity of Operations (COOP) and Occupant Emergency Plans and assisting with staffing, training, testing, and exercises to maintain continuity of essential services.
4. Assisting with planning and coordinating infrastructure or facilities-related projects by contributing to project plans, communicating requirements with stakeholders, and supporting execution and monitoring to produce timely and compliant project outcomes. Only experience and education obtained by the closing date of this announcement will be considered.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
