You must be serving on a career or career-conditional appointment, or under a noncompetitive Special Appointing Authority which provides for conversion to a permanent position in the Competitive Service.
Directs and leads development of comprehensive and detailed project plans including methodology, resource requirements,schedules, priorities and budget impact.
Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government.
Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations.
Leads and facilitates the efforts and expertise of a wide range of disciplines.
Resolves problems or conflicts impeding progress, ensuring that contractor and agency staff work effectively as a team to complete the project in accordance with the schedule.

Qualifications

The GS-14 salary range starts at $138,595 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is experience managing a large, complex construction project with full responsibility for the management of the entire project, including: requirements, development, direction and control of project planning, program budgeting, Architectural/Engineering design and construction, contract evaluation, and contract award and administration.

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.
Knowledge of the business elements of complex federal and/or leasing projects from project identification, through initiation, planning, execution, and closeout phases to accomplish GSA's mission and goals.
Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting are required.
Knowledge of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated major projects from the preliminary identification stage through initiation, planning, execution and project closeout stages.
Ability to assess project requirements and develop recommendations that meet goals, as well as integrate the goals and objectives of various other stakeholders.
Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices.
