Help
  • Advising on complex employee relations issues, including conduct, performance, time and attendance, leave management, unemployment, whistleblowing, grievances, and prohibited personnel practices.
  • Composing official correspondence and maintaining supporting evidentiary documentation for corrective, disciplinary, adverse, and performance-based actions consistent with federal regulatory guidelines.
  • Executing fact-finding and investigatory processes and documenting sensitive employee relations concerns in accordance with legal and regulatory requirements.
  • Conducting comprehensive analysis of regulatory frameworks and organizational policies and practices to assess implications for employee relations matters.
  • Representing program office leadership and the Office of the Chief Human Capital Officer (OCHCO) in OPM or other inter-agency meetings with management, employees, and the union.

Qualifications

For the GS-13: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position. Specialized experience for this position must have included ALL of the following:

1) Providing consultation and advice to management officials on the interpretation and application of employee and labor relations statutes;
2) Ghost-writing disciplinary/adverse and performance-based actions;
3) Conducting fact finding and administrative investigations to identify agency policy violations and/or to provide necessary clarity or context to resolve disputes; AND
4) Independently researching, interpreting, and applying laws, policies, and precedents in Title 5 of the Code of Federal Regulations, US Code, and case law related to employee-specific conduct and/or performance situations and factual circumstances.


Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS13 level.
