The primary purpose of Program Analyst position is to serve as the Project Manager (PM) serving as a senior professional contributor to the work of the EDU PP Division, particularly policy and legislative change implementation, leading complex and interconnected projects which are intended to guide and improve overall EDU operational results, and position EDU for future Program success and resilience on behalf of United States Veterans.

Specific duties include:

  • The incumbent executes plans, designs, leads, evaluates and recommends project-level and portfolio-level management and implementation activities typical in a structured project management office guided by Program Management Book of Knowledge (PMBOK) or similar framework, principles, tools, and techniques.
  • The work requires expert application of analytical and evaluative methods to assess program risks, operational impacts, stakeholder requirements, policy implementation barriers, resource constraints, and long-range program outcomes.
  • The incumbent develops project strategies, implementation frameworks, risk mitigation approaches, decision documents, and recommendations used by senior leadership to guide policy and legislative implementation across EDU.
  • This work includes a high level of collaboration with the AD PP for goal alignment, and with stakeholders across the operational and/or goal areas.
  • The PM performs duties that leverage process, technology, and human capital, with each prioritized against current needs and balanced upon strategic program and project objectives.
  • The PM is responsible for execution of efforts that help achieve operational business results, and directs, leads, and facilitates initiative-based projects of short, intermediate, and long-term tenure within the policy project domain.
  • The work performed and supervised addresses a combination of complex and/or confidential personnel and business information, project management, and ad hoc activities of importance to the PP Division, and is performed collaboratively with the other EDU Divisions, operational or goal stakeholders, and others.
  • The PM leads or contributes to high-level projects and ensures completion of associated activities. Project management of these initiatives is considered 'full lifecycle', with the incumbent responsible for participating in, directing, managing, and/or performing all aspects under the very broad guidance of the AD PP, from intake through all steps necessary to achieve success.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/20/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet the time-in-grade requirement.

  • For a GS-14 position, you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience must include:
    • Recording and monitoring work assignment plans and schedules; oral and written communications; presentations and briefings to external and internal audiences; team and coalition building; researching best practices and making adjustments based on research and analysis.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume, you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary. Occasionally requires filing or materials, carrying light object such as files, books and papers. No special physical qualifications are required.
