Summary

This position serves as a Maintenance Mechanic within the Division of Facilities Management of the Office of Environmental Health and Engineering (OEH&E). This position is located at the Mescalero Service Unit in Mescalero, NM. The primary purpose of the positionis to perform journeyman-level maintenance and repair of buildings, utility systems, and facility infrastructure in support of patient care.

A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

  • Perform journeyman-level installation, maintenance, troubleshooting, and repair of plumbing and piping systems, including water supply, waste, drainage, fixtures, pumps, valves, and related utility systems.
  • Construct, install, modify, and repair structural and non-structural building components, including doors, windows, partitions, cabinets, flooring, and interior/exterior finishes.
  • Perform maintenance, troubleshooting, and repair of HVAC, heating, ventilation, electrical, and related mechanical systems to ensure safe and reliable facility operations.
  • Perform grounds and exterior facility maintenance; document completed work; operate maintenance equipment and Government vehicles; and respond to emergency and after-hours call-back situations involving utility failures or facility safety issues.

Physical Demands: Requires frequent standing, walking, bending, stooping, kneeling, climbing ladders, and working in confined or awkward positions. Frequently lifts and carries tools, equipment, and materials weighing up to 50 pounds, with occasional heavier lifting using assistance.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment. A background investigation verifies an individual's identity, employment history, education, and other information to determine suitability for Federal service. Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days. Failure to do so may delay processing or result in a determination of unsuitability. Applicants should maintain communication with their assigned Personnel Security Specialist throughout the process.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part-time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is eligible for but not represented in a bargaining unit.

Recruitment or relocation incentives may be authorized. At least a 1-year service agreement will be required.
