The primary purpose of this position is to perform a wide range of intelligence operation duties related to the application of the basic operational and technical aspects of intelligence collection and its dissemination methods and techniques to analyze and address complex problems and issues faced by DHS.

As a Intelligence Operations Specialist (Senior Departmental Requirements Officer), GS-0132-14, your typical work assignments may include:

  • Assists Collection Requirements Managers and their applicable customers and
    stakeholders - DHS I&A analysts, DHS IE Analysts, Component intelligence officers, I&A field intelligence officers, and State, Local, Tribal, and Territorial (SL Tn partners - in creating and/or refining geospatial intelligence (GEOINT) collection requirements
    and strategies to satisfy intelligence gaps.
  • Prepares reports - including briefings, memoranda, white papers, or other material to prepare division or organizational leadership engagements, as requested - addressing multiple factors impacting GEOINT collection.
  • Organizes and leads forums to gather GEOINT and Homeland Security stakeholders across the Department and IC to facilitate coordination and communication of latest developments.
  • Identifies trends or developments in collection performance, and works with DRO teammates, DHS IE Collection Requirements Managers, and/or GEOINT interagency stakeholders to propose new technical or procedural improvements.
  • Leads training and engagement to ensure team's familiarity with and functional understanding of legal and administrative requirements necessary for the adjudication of imagery requirements and associated PED.

Qualifications

Specialized Experience
You must possess the specialized experience equivalent to the next lower grade level in federal service (GS-13) or public or private sector equivalent. For this position, specialized experience is defined as providing leadership updates and course of action recommendations while handling complex short suspense taskings. Additionally, the incumbent will be responsible for advising decision-makers on methods and procedures for improving GEOINT collection management effectiveness, identifying areas for improvement, and potential conflicts arising from implementing new policies and procedures. Specialized Experience is also defined as:

  • Expert technical knowledge of GEOINT collection management systems, processes, procedures, capabilities, and methods.
  • Extensive experience prioritizing GEOINT collection efforts in support of stakeholder mission needs.
  • Experience in serving as the interlocutor between GEOINT collection requirements processes and accompanying Processing, Exploitation, and Dissemination (PED) processes and partners to ensure timely satisfaction of customer needs.
  • Experience with representing organizational equities in the development and fielding of new tools and systems, including advocacy, testing, evaluation, and integration into current requirements, strategies, and operations.
  • Experience in customer outreach, coordination, and communication to improve collection efficiency and satisfaction of customer needs.
  • Experience in attending GEOINT working groups, committees, subcommittees, task forces, collection management boards, or other forums as required to shape support to operations.
  • Ability to obtain cooperation and support to resolve policy and programmatic issues among stakeholders within and outside the Department, including other Federal organizations, SLTT government officials, external groups, and key government and Private Sector individuals.
  • Preparing and editing correspondence and executive-level documents for substantive accuracy, responsiveness, acceptable tone, grammar, style, procedural requirements, and compliance with policies.
  • Identifying issues or areas of concern that could impede timely and quality responses to tasks.
  • Skill in managing collaborative efforts including identifying goals, achieving consensus, and documenting issues.
  • Strong ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel.
  • Knowledge of Department of Homeland Security component missions, functions, and authorities.

This position is designated as Emergency Essential. This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.

This position does not confer non-competitive conversion to the competitive service. Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.
