We are seeking a highly skilled and motivated Facility Operations Specialist to play a crucial role in maintaining and enhancing the critical infrastructure that supports our vital mission. As a key technical expert, you will have a direct impact on the safety, efficiency, and longevity of our agency's buildings and support structures. Your responsibilities will include:

  • Serve as a Lead Technical Expert: Act as the primary authority and point of contact for resolving complex facility maintenance and project challenges, collaborating with internal teams to develop and implement effective, practical solutions.
  • Strategic Problem-Solving: Analyze and diagnose facility issues to determine the most economical and sound engineering-based solutions, evaluating alternatives based on cost, resources, and long-term impact.
  • Project and Construction Management: Plan and oversee a portfolio of maintenance, construction, and demolition projects, ensuring all activities comply with safety, environmental, and historical preservation guidelines.
  • End-to-End Project Ownership: Manage technical projects from start to finish. You will align project goals with the agency's strategic priorities, manage budgets, and ensure successful outcomes.
  • Drive Financial Advocacy: Champion funding for high-priority projects by developing compelling business cases and presenting them to budget managers and organizational leaders.
  • Manage Critical Contracts: Act as a technical representative for contracting, where you will develop detailed project scopes and statements of work to ensure our requirements are clearly defined and met by vendors.
  • Emergency and Infrastructure Response: Participate in on-call emergency response teams, providing critical support during infrastructure restoration efforts to keep our 24/7 mission-critical operations running.
  • Influence and Leadership: Communicate complex technical requirements to non-technical staff and provide expert guidance to BPA leadership, vendors, and partners on all facility-related matters.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized experience for this position is defined as: 1) Managing facility maintenance, repair, or construction projects (including tasks such as developing scopes of work, estimating costs, and overseeing contractors to ensure adherence to project plans and specifications, etc.); 2) Analyzing building system or facility operational needs and deficiencies to develop recommendations for preventive maintenance programs, identify potential solutions to facility-wide problems, and prioritize projects.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
