The United States Space Force (USSF) National Space Intelligence Center (NSIC) at Wright Patterson Air Force Base, Ohio is searching for an Electrical Engineer, S10 (GG-0850-12, GS-12 equivalent).

Description:
NSIC is seeking an experienced electrical engineer to participate in the design and construction of a new sensitive, compartmented information facility (SCIF) for the USSF mission. The ideal candidate will be knowledgeable of facility resiliency and reliability requirements for the new vital mission space. The candidate will have experience participating in the design process and reviewing drawings. The candidate will also have experience operating within a large construction environment reviewing submittals, change orders and ensuring overall quality.

** Please note: This position is being filled as a DCIPS Term Appointment (DTA) to meet non-permanent staffing needs. The initial appointment will be for 5 years and may be extended in one-year increments, not to exceed a total of 8 years, based on mission needs and funding availability.**

Ideal Candidate:
NSIC is seeking an experienced electrical engineer to lead the design, construction, and sustainment of mission-critical facilities and infrastructure. The ideal candidate will possess an electrical engineering degree and be knowledgeable of building codes, Unified Facilities Criteria (UFC), and reliability requirements for complex utility systems. The candidate will have strong experience participating in the multifaceted design process, actively collaborating with other engineering disciplines, architects, and planners to develop programming requirements, cost estimates, statements of work, and technical specifications for diverse projects-ranging from high-voltage distribution to office branch circuits. The role also requires experience operating within large construction and project management environments, acting as the technical authority on-site to review submittals, evaluating change orders, and ensuring overall contractor quality and compliance. Furthermore, the role requires a practical background in facility operations and maintenance (O&M) and site assessments. The successful candidate will leverage their expertise in contract administration and project advocacy to compete for funding, advise senior stakeholders, and guarantee that all infrastructure initiatives strictly adhere to safety and environmental standards.

Knowledge, Skills, and Abilities:

  1. Professional knowledge of electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
  2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulation; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  3. Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
  4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings.
  5. Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions.
  6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • May act as project liaison with the Army Corps of Engineers or other design agencies as required.
  • May be required to serve on A\E selection boards.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
