This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • You will perform diagnostic and optical duties prior to optometrist's evaluation of patients.
  • Record information on exam forms and inputs data into the electronic medical records (CHCS II). Assist in the Spectacle Request Transmission System (SRTS) entries, tracks spectacle orders and ensures timely distribution of all spectacles received.
  • Coordinate and perform ocular screening.
  • Assist in minor ophthalmic procedures to include administering medication, setting up equipment and cleaning up after procedures. Perform administrative support functions for the clinic.
  • Track spectacle orders and ensures timely distribution of all spectacles received by the optometry clinic.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • Must possess and maintain a current Basic Life Support (BLS) training and certification from the American Heart Association or the Military Training Network.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Probationary Period may be required.
  • Medical Examination is required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05: Specialized Experience: One year of specialized experience which includes 1) providing nonprofessional nursing care to patients; 2) performing clerical support functions in a clinic or hospital setting; or 3) performing basic optical patient intake duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: A full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position., such as Nursing, Phlebotomy, Chemistry, Biology, or other similar fields.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

GS-06:Specialized Experience: One year of specialized experience which includes 1) using visual field analyzers, non-contact tonometry, pachymetry, testing to measure visual acuity, color vision, stereopsis and phorias; 2) performing diagnostic and optical patient intake duties; and 3) using an automated system to access an electronic health record. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Nursing, Phlebotomy, Chemistry, Biology, or other similar fields.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
