Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization includes more than 800 technical and administrative employees working in areas such as information technology, finance, budget management, human resources, payroll, procurement, logistics, and administrative counsel.

This role establishes effective asset administration, financial management, and internal controls for the House and the Office of Finance. Responsibilities include ensuring transactions are recorded accurately and in compliance with Generally Accepted Accounting Principles (GAAP), performing analysis and reconciliation of asset management data and ledger accounts, recommending process improvements, ensuring proper capitalization and expense treatment, and serving as the primary point of contact for audit inquiries for the Asset Management Directorate.

Grade level at appointment is based on experience and assigned responsibility. The position includes daily supervisory and managerial duties.

Primary Duties/Responsibilities:

  • Ensures accurate and timely recording of asset transactions—including purchasing, work in process, depreciation, transfers, and disposals—in accordance with House policies and U.S. GAAP.
  • Works with Accounting to validate reconciliation between the asset management system and general ledger; identifies and resolves variances.
  • Ensures assets are capitalized or expensed properly and reviews threshold values periodically.
  • Responds to audit and internal control inquiries, implements recommendations, and ensures timely compliance with review findings.
  • Oversees asset management and inventory control operations, including annual and periodic inventories and transaction processing.
  • Coordinates cross-functional support for daily operations and ensures timely month-end close of the asset management system.
  • Supervises staff performing analysis, reconciliation, and maintenance of asset and inventory data; provides expert guidance.
  • Analyzes operational and financial reports to identify trends, perform gap analyses, and implement changes to improve performance.
  • Manages physical inventories and reconciliation to ensure accuracy of accounting records; coordinates with GSA for District Office inventories.
  • Reviews assets for obsolescence and recommends appropriate disposal options; maintains controls to reduce risk of loss or damage.
  • Assists the Director in evaluating and improving asset management processes, enhancing system utilization, and planning for future needs.
  • Develops, implements, and maintains policies, procedures, and internal controls to ensure proper stewardship of House capital and accountable assets.
  • Assists the Director with personnel actions, including hiring, performance management, development, and training; ensures effective resource deployment.
  • Supports development of department goals aligned with organizational objectives.
  • Assists in preparing the annual fiscal budget and monitors expenditures to ensure alignment with budget targets.
  • Provides consultation, training, and briefings on regulations, procedures, and financial management matters.
  • Supports development and execution of training programs and cross-functional detail assignments.
  • Performs other official duties and special projects as assigned.

Qualifications:

Minimum Qualifications:

  • Bachelor’s Degree with concentration in Accounting, Finance, Business Administration or General Management required.
  • A minimum of 3 years of relevant experience in a financial management operations environment in the government and/or private sector.
  • Strong computer proficiency, including advanced skills in Microsoft Excel.

Preferred Qualifications:

  • Certified Public Accountant, Certified Government Financial Manager, and/or other related professional certification preferred.
  • A minimum of 3 years of demonstrated experience in asset management, audit, financial reporting, compliance, or risk management preferred.
  • A minimum of 3 years progressive supervisory/managerial experience preferred.

Knowledge, Skill, and Ability (KSA) Requirements:

  • Ability to manage cross functional or inter-disciplinary employee work teams, and delegate, direct, and coordinate workload within an organization.
  • Knowledge of U.S. Generally Accepted Accounting Principles and applicable Federal standards, laws, regulations, and policies affecting the financial management of the House.
  • Ability to interpret and translate complex financial information into a useful knowledge base to educate the House community.
  • Knowledge of internal controls, financial reporting, financial accountability, asset capitalization, asset accounting management, maintenance of complex financial records, reconciliation of accounting information, and preparation of various reports.
  • Knowledge of inventory management, including asset disposal management, asset receiving and processing management, and inventory/data reconciliation.
  • Ability to ensure quality control.
  • Knowledge of, and the ability to develop/maintain, policies, procedures, and processes.
  • Knowledge of/ability to use various automated financial systems and state of the art accounting and asset and inventory management software programs (e.g., PeopleSoft Financial System).
  • Knowledge of/ability to use Microsoft Office Suite.
  • Organizational, analytical, consultative, and presentation skills.
  • Ability to manage deadline pressures and multiple challenging assignments simultaneously in a fast-paced work environment.
  • Ability to manage highly confidential and sensitive information appropriately.
  • Ability to appropriately manage and allocate resources.
  • Knowledge of the work environment (e.g., Capitol Hill, House customers)
