The incumbent will provide leadership over all administrative support aspects of appointment management for Inpatient Units, Outpatient Clinics (Specialty and Primary Care), and 6 Community Base Outpatient Clinics with facility-wide operational impacts.

Duties include, but may not be limited to the following:

  • Planning work to be accomplished by subordinates, sets, and adjust short-term priorities and assigns work to subordinates based on ongoing or changing priorities and employee skills.
  • Evaluating work performance of subordinates, gives advice, counsel, or instruction to employee on both work and administrative matters.
  • Leading projects from initiation to completion and presenting the results to senior leadership throughout the Medical Center.
  • Compiling all the necessary documentation and information by organizing a project management team.
  • Working closely with the Service Chief and others in implementing and evaluating policies, plans, and internal operational systems.
  • Managing and coordinating all online communication tools such as internal SharePoint websites and other related informational tools, all done in consultation with communication specialists.
  • Coordinating events hosted by officials, with assistance from continuing educational staff and initiatives when warranted.
  • Working with various boards to coordinate regular committee meetings, ensuring all event management steps are completed.
  • Performing audits and special studies to evaluate program effectiveness.
  • Collecting and analyzing data from a variety of sources, measuring results, and reporting findings.
  • Performing the full range of personnel management and administration for an organization with varied functions and activities.
  • Acting as the liaison with the human resources office concerning personnel-related matters.
  • Provides orientation for new staff.
  • Processing new employees by requesting necessary equipment government issues laptop, cellphone, PIV card, and assure that all program access is complete.
  • Providing budget and financial management for WHP and all its programs.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2026.

GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in accounting or financial operational systems, analyzing reports/data AND applying procedures in compliance with applicable laws and regulations.
OR
  • Applicants may Qualify with Superior Academic Achievement (SAA) for grade GS-7. If you have been awarded a bachelor's degree (or equivalent undergraduate degree) in a curriculum that is qualifying for this position from an accredited college or university, AND that degree meets one of the following superior academic achievement provisions, you may qualify exclusively based on education:
  • a. Ranked in the upper 1/3 of your college class or major subdivision at the time you apply;
OR
  • b. earned election to a national scholastic honor society that meets the requirements of the Association of College Honor Societies other than freshman honor societies;
OR
  • c. Earned a grade point average (GPA) of 2.95 or higher on a 4.0 scale based on all completed undergraduate courses or all undergraduate classes completed during the final two years (the final 60 semester hours or 90 quarter hours); or earned a GPA of 3.45 or higher on a 4.0 scale based on all completed undergraduate courses in your major, or all undergraduate courses in your major completed during the final two years.

Graduate Education
. Applicants may substitute Graduate Education to qualify for grade GS-7. Applicants may substitute education for experience with at least one full academic year (18 semester hours or 27 quarter hours) of graduate level education from an accredited college or university in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.
  • Applicants may also combine education and specialized experience to qualify. Applicants may substitute a combination of graduate education and specialized experience to qualify for the position at the GS 7 grade level. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate level education can be used in combination with experience to qualify for grade GS-07.
