Duties

Help
  • You will develop plans and programs for achieving and maintaining product quality throughout the item's life cycle.
  • You will monitor operations to prevent the production of defects and to verify adherence to quality plans and requirements.
  • You will be responsible for analysis and root cause investigation of adverse quality trends or conditions and initiation of corrective/preventative action(s) and their long term effectiveness.
  • You will collaborate with production, engineering, and other technical and administrative activities in developing plans and procedures for assuring quality and reliability of products.
  • You will be responsible for review of work instructions, technical data to identify characteristics critical to product acceptability, and provide inspection and test procedures.
  • You will monitor the quality of materials and supplies required to support production activities.
  • You will participate in audits of products/processes for conformance to specifications and to detect processing/technical documentation deficiencies.
  • You will recommend corrective actions, post audit, to include establishing acceptable quality levels and statistical techniques.
  • You will verify product quality using sampling inspection or, when appropriate to the characteristics involved or pertinent quality history, more intensive product inspection techniques.
  • You will investigate customer complaints and deficiency reports, and provide identification of causes to appropriate activities.
  • You will evaluate procedures for maintaining control of drawings and technical data.
  • You will coordinate the disposition of nonconforming material.
  • You will monitor programs for controlling the accuracy of test and measuring equipment.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

NT-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: strong attention to detail and applied proficiency in Quality Assurance processes and SUBSAFE program requirements, consistently ensuring adherence to established repair standards, documentation, and procedural specifications. Leveraging effective oral and written communication skills, this individual works collaboratively within technical teams and coordinates seamlessly with internal management, Fleet personnel, and senior quality personnel to support NAVSEA audit readiness.

NT-05: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: meticulous attention to detail and extensive expertise in Quality Assurance processes and the SUBSAFE program, consistently ensuring strict adherence to complex repair standards, documentation, and procedural specifications. Leveraging strong oral and written communication skills, this individual effectively leads and mentors diverse technical teams while coordinating seamlessly with internal management, Fleet personnel, and external NAVSEA audit authorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

This announcement uses the STRL Mission Support direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $156,715).

This position is covered by the Department of Defense Priority Placement Program.
