Help
  • Perform a variety of digitization tasks to include condition assessment and bibliographic review of publications; quality control on vendor-digitized deliverables, and preservation of master files, PDF files, and metadata files by using software.
  • Draft instructions, guidance, and other documentation for the other Library Services Content Management (LSCM) staff and contractors on various tasks related to digitization.
  • Train lower-level staff or contractors on the performance of condition assessment of tangible materials, digital item packaging, and/or quality assessment of vendor-digitized deliverables.
  • Conduct regular quality control inspections on the work of lower-level staff or contractors performing digitalization-related tasks.
  • Coordinate with LSCM partners and contractors for the delivery of digitally reformatted content.

  • Physical Demands - Employee will be required to lift no more than 40 pounds of light items will be required as well as the ability to pack boxes of publications. Handling of fragile documents and moderate weight stacks of paper will be required.
  • Physical Demands: The majority of work will take place at a computer work will take place at a computer workstation or a worktable in an LSCM work area.
  • Work Environment: The work is performed in a normal setting that is adequately lighted, temperature-controlled, and ventilated. Incumbent is required to spend extended period of time working in front of a color computer monitor.
  • Working Environment - The tangible publications evaluated are older and may be dusty. Proper equipment such as gloves and masks will be available for use if needed. This position is eligible for limited telework.

Qualifications

To qualify for the Digital Conversion Specialist, PG -0301-9, you must meet the following requirements:

SPECIALIZED EXPERIENCE

For the PG-09 level: A) at least one year of specialized experience at the PG-7 or equivalent grade level or higher. Examples of qualifying specializd experience include: 1) Assisting in developing collections, such as text, projects in multimedia forms, graphics, and photographs, 2) converting older digital formats into modern, preserved digital files, and 3) applying digital conversion procedures.

OR

B) master's or equivalent graduate degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

or

Combination of Education and Specialized Experience:Must possess a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(07/28/2026) to be considered.

Education

Substitution of education in lieu of specialized experience may be used for this grade level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
