Duties

Help

This position provides support for the Federal NOTAM System (FNS) and the NOTAM Modernization Service (NMS). The employee participates as a technical team member for the development, enhancement, planning, conducting and documenting of processes for second level engineering site support activities. These activities include support to NAS monitoring, the second level helpdesk and also include providing direct technical assistance to field personnel and/or vendor for the resolution of system/service or NAS issues, restoration of system/services and support of delivered system modifications.

Principal duties of this position are to ensure the timely resolution of any immediate operational problem(s) and to ensure future occurrences are avoided. The employee leads problem analysis and restoration activities by facilitating analysis efforts across site personnel, second level personnel, vendor support, and other external stakeholders. The employee is responsible for ensuring issue information and status updates are logged in the appropriate issue tracking database(s) and communicated to all appropriate stakeholders and management as required.

Regular duties of the position include:
1. Providing technical input to all site support documentation to ensure accuracy and usability;
2. Conduct of site support activities and performance of data reduction and analysis (DR&A) and other tasks in support of testing efforts including debugging and/or troubleshooting of issues;
3. Analysis of system issues and providing technical recommendations for resolution;
4. Participation in site support key-site testing activities and data analysis to ensure system/service changes or updates satisfy all functional and operation requirements;
5. Travel or remote support for modification testing, resolution of site issues or problems, installation of system/service modifications, or for site restoral activities;
6. Development of transition plans and procedures;
7. Providing technical guidance and direction to site support team members;
8. Leading and coordinating site support efforts to resolve NAS system/service issues and ensuring proper communication of issue information to higher level management;
9. Engaging with and providing technical to system/service vendors;
10. Development of site support documentation including processes, procedures, briefings, and reports;
11. Implementation and oversight of help desk and site support processes and procedures for system/services

Additional duties include:

Applying experience and comprehensive technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems. Considers the objectives of the Line of Business (LOB) when developing, integrating, and implementing solutions to diverse, complex system/services. Assignments frequently require knowledge and experience working across functional and/or organizational lines both internally and externally. Typical assignments may include complex system/service design and integration to include functionality transition; extensive research and analyses; investigation and inspection of vendor and operational activities; compliance and enforcement actions; and direct responsibility for project/program management. Develop plans, techniques, procedures and policies to address current or anticipated problems or issues.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience in leading a 24x7 site support team and providing real-time second level support on complex computer programs, systems and services in the NAS.
