Help

As the Database and Compliance Specialist, you will play a key role in supporting the NIST Technology Partnerships Office's technology transfer mission by managing intellectual property data, ensuring license compliance, and improving business processes. You will oversee critical database operations, support intellectual property and licensing activities, and collaborate with internal and external stakeholders to ensure the efficient administration of technology transfer programs. Major duties include:

  • Plan, manage, and execute activities related to the maintenance and administration of the Technology Partnerships Office's intellectual property database with minimal supervision.
  • Manage the migration of data from the legacy database to improve productivity and operational efficiency.
  • Provide ongoing administrative and operational oversight of the database, including generating reports to support agreement tracking, patent application management, and program decision-making.
  • Perform license compliance activities, including tracking licensee obligations, issuing royalty invoices, and following up on overdue payments and milestone reports.
  • Develop non-confidential disclosures (NCDs) for NIST technologies and manage and streamline the NCD process.
  • Collaborate with Technology Partnerships Office staff, NIST attorneys, researchers, licensees, and management to support technology transfer activities and ensure efficient program operations.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST).
Specialized experience is defined as:

  1. Working with technology tracking or storing databases.
  2. Experience composing technology writing for non-technical audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
