Duties

Help
  • Plans, organizes, and directs all Special Access security activities of the Advanced Program Security Office.
  • Develops goals and objectives that integrate organization and wing, Air Force, and national objectives.
  • Establishes policies and procedures for accomplishment of SAP information, personnel, physical, industrial, and automated information system security.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Reviews organization mission, functions, and manning.
  • Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor.
  • Identifies the need for special projects and initiates milestones and goals.
  • Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.
  • Manages the Special Access Industrial Security Program for the Installation as needed.
  • Assists contractor personnel in the development of security procedures.
  • Provides initial facility security officer (FSO) briefing for CSO and other security training as required.
  • Reviews reports of security violations, investigations, and other actions submitted.
  • Exercises supervisory personnel management responsibilities.
  • Develops, modifies, and/or interprets performance standards.
  • Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters.
  • Explains classification determinations to subordinate employees.
  • Interprets, formulates, and develops AIS security operating procedures to protect national security information.
  • Performs other duties as assigned.

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • United States Citizenship is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Federal employment suitability as determined by a background investigation.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Indefinite employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • The employee is required to maintain a Top Secret clearance with SCI eligibility.
  • The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience, education or training equivalent to at least the GS 11 grade level that provided knowledge of a wide range of security concepts, principles, and practices; experience analyzing and resolving security problems; ability to serve as the authoritative source of an installation; ability to resolve complex issues; and experiences managing and supervising work and discipline requirements. This specialized experience must also include experience planning, organizing and directing all Special Access Programs activities.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
