Duties

Help

This position is located at the G4 in Phoenix, Arizona. The primary purpose of this position is to manage a large wage grade work force located in maintenance shops throughout the state. Plans for adequate supply and maintenance facilities and coordinates with the Facilities Manager concerning maintenance and refurbishment of the facilities.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by G4.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.
  • Must possess a secret security clearance.
  • May be required to work other than normal duty hours.

Qualifications

Military Grades: LTC/O-5 to COL/O-6

Compatible Military Assignments: Branch 90A

SPECIALIZED EXPERIENCE:

Must possess at least 1-year specialized experience, education or training equivalent to the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Knowledge of Logistics Management Principles and Supply Chain Operations: Comprehensive knowledge of end-to-end logistics management principles, including procurement, distribution, inventory control, transportation, warehousing, and asset management. Ability to analyze and optimize complex supply chain operations to ensure efficient and cost-effective delivery of materials, equipment, and services in support of organizational mission requirements.

2. Ability to Plan, Direct, and Coordinate Large-Scale Logistics Programs: Demonstrated ability to develop, implement, and oversee comprehensive logistics programs involving multiple stakeholders, significant resources, and competing priorities. Skill in strategic planning, resource allocation, and program management to ensure logistics operations meet organizational objectives while maintaining compliance with federal regulations and policies.

3. Ability to Lead Teams and Communicate with Senior Leadership: Proven ability to lead, mentor, and supervise multidisciplinary logistics teams. Excellent oral and written communication skills to prepare executive-level briefings, reports, and recommendations for senior leadership. Skill in building collaborative relationships with internal and external stakeholders, including other federal agencies, contractors, and industry partners.

4. Knowledge of Budget Formulation and Financial Management: Comprehensive knowledge of federal budget processes, financial management systems, and fiscal controls. Ability to develop, justify, and execute multi-million dollar logistics budgets, conduct cost analyses, track expenditures, and ensure optimal use of appropriated funds while maintaining compliance with financial regulations and anti-deficiency act requirements.

5. Expertise in Emergency Response and Contingency Logistics Planning: Advanced knowledge of contingency planning, crisis management, and emergency logistics operations. Ability to develop and execute rapid deployment strategies, establish emergency supply chains, coordinate disaster response logistics, and maintain operational readiness under high-pressure conditions to support mission-critical requirements.
