Duties

Help

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07/09, you will process data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconcile Resource Center Manager (RCM) accounts ensuring data integrity. Coordinate with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger. Other duties as assigned.

Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

  • Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Duties/responsibilities of job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission
  • ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"
  • Employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date
  • Employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

Qualifications

GENERAL EXPERIENCE: Must have the following skills:
Skill in collecting and analyzing data effectively, efficiently, and accurately;-
Skill in applying procedures and directives by reading and interpreting program material;-
Skill in presenting formal training presentations and briefings;-
Ability to prepare reports and presentation formats

SPECIALIZED EXPERIENCE GS 07: Musthave specialized experience, equivalent to at least the next lower grade level, of basic knowledge of program analysis and practices, policies, functions, accounting, budgeting and resource management practice, and business financial management methods and procedures.

SPECIALIZED EXPERIENCE GS 09: Must have specialized experience, equivalent to at least the next lower grade level with working knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Knowledge of the general ledger to include accounts payable, accounts receivable, cash, and other accounts in support of various regulatory financial reports.

Education

Education is NOT required, but if Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels GS-7 through GS-9
