Serves as training instructor for the AFNAFPO training and certification program. Serves as instructor for the Internet Based Purchasing System (IBPS) training program. Develops curriculum, implements. and conducts NAF Purchasing courses for eligible personnel. Works independently to develop criteria, evaluate, and modify existing lesson plans and develop new courses. Coordinates with bases and conducts educational needs and interest surveys, develops programs determined necessary, and recommends program changes as needed. Conducts AFNAFPO contract training programs for all eligible NAFIs. Issues and monitors NAF contracting officer warrants. Provides assistance with NAF contracting policy. Maintains currency in
developments in the education field and NAF policy and procedures: updates information as changes occur. Assists in the development of guidance materials to explain regulatory and policy changes. Schedules office personnel in career or educational development. Briefs Services personnel and other DoD components on AFNAFPO programs. policies and procedures. Prepares and issues solicitation documents. selects appropriate clauses, ensures clear and complete specifications with well defined statements of work and award factors. Negotiates prices, terms, and conditions. Determines responsiveness and responsibility of offeror. Prepares award documentation and serves as contracting officer.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Qualifying Experience:
Experience working independently to manage a training program, monitor contracting officer warrants, and/or schedule office personnel for career development. Experience maintaining currency in both the education/training field and evolving DoD/NAF contracting policies and swiftly integrating updates into existing training programs
Preferred Experience:
Direct experience utilizing and/or instructing others on the Internet Based Purchasing System (IBPS) or similar DoD electronic procurement systems. Prior experience developing and conducting educational needs assessments and surveys across dispersed organizational units. Experience answering policy-based questions to customers in previous employment. Experience with being comfortable briefing/training personnel in a large group setting.
