Duties

Help
  • You will assist in administering a comprehensive Environmental, Safety and Health (ESH) Program at Norfolk Ship Support Activity (NSSA).
  • You will conduct Safety and Environmental Training for NSSA employees in accordance with the Navy Safety and Occupational Health (SOH) Program Manual.
  • You will conduct workplace/industrial inspections of NSSA Norfolk facilities.
  • You will maintain a log of Navy Occupational injuries and illnesses.
  • You will communicate with Department of Labor/Occupational Safety and Health Administration (DOL/OSHA) officials regarding safety and occupational health matters.

Qualifications

GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Managing the SOH program for a single local facility, implementing agency-wide safety policies, conducting routine local program evaluations, and monitoring local hazard trends to ensure compliance with OSHA and agency regulations.
  • Conducting regular safety inspections of diverse industrial and administrative workspaces at a local installation; identified standard and non-standard hazards, performed routine risk assessments, and recommended established engineering or administrative controls.
  • Conducting investigations of standard workplace accidents and occupational illnesses at a local facility; interviewed witnesses, determined contributing factors using established investigation techniques, and drafted formal mishap reports with recommended corrective actions.
  • Conducting standard safety and health training sessions (e.g., Hazard Communication, PPE, and lockout/tagout) for facility employees; interpreted established safety regulations to provide guidance to local supervisors on routine safety matters.
  • Coordinating the local facility's ergonomics and hazard communication programs; conducted standard ergonomic assessments of individual workstations and recommended standard adjustable equipment or workstation improvements.

GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Assisting in administering the SOH program at a local facility by collecting safety compliance data, maintaining local safety records, and participating in routine program reviews under the guidance of a senior specialist.
  • Participating in routine safety and health inspections of standard office and low-risk work areas; used established checklists to identify common hazards (e.g., tripping hazards, blocked exits) and drafted basic hazard reports for supervisor review.
  • Assisting higher-grade specialists in investigating minor workplace incidents; collected preliminary statements, documented the scene using standard checklists and photography, and prepared draft incident logs for review.
  • Coordinating and co-facilitated basic safety orientation training for new employees; distributed standard safety training materials, maintained training attendance databases, and answered basic questions using established safety manuals.
  • Administering ergonomic self-assessment questionnaires to office staff; conducted basic workstation check-ins using standard checklists, and referred complex ergonomic issues to a higher-level specialist.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

GS-11:
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

GS-09:
Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
