Duties

Help

Specific duties include:

  • Oversees planning, analysis and execution of activities associated with PARF program.
  • Coordinates the development and enhancement of automated and technology-enable processes supporting records retrieval, review, redaction and delivery.
  • Conducts in-depth program analysis to identify operational gaps, workflow inefficiencies, and areas for modernization.
  • Serves as the primary technical expert for PARF processes, ensuring compliance with FOIA, PA, and DOJ requirements.
  • Develops goals, measurable objectives, and performance metrics to improve program outcomes and accountability.
  • Provides expert evaluation of PA and FOIA compliance across VBA systems, workflows, and functions.
Work Schedule: Full time, Monday through Friday, 7:00 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/21/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
  • Specialized Experience: 1 year equivalent to at least next lower grade level
    Examples of specialized experience include:
    • Applying relevant privacy laws (Privacy Act of 1974, e-Government Act, Federal Information Security Modernization Act (FISMA) and guidance to help ensure an agency's PA records release program meets or exceeds standards for federal agencies.
    • Applying project management techniques to ensure the PAA project meets its goals.
    • Providing general and role-based privacy orientation, education, and training to employees and contractors, as well as responding to specific questions.
    • Leading the development and implementation of a quality assurance framework for Privacy Act Request (PAR) responses.
    • Experience processing requests from inception to completion, coordinating resources, establishing timelines and deliverables, and preparing reports.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, involving regular use of computers, documents, and electronic systems. Occasional walking, standing, or carrying of light materials may be required.
