Help

The Logistics Management Specialist performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience and advanced knowledge applicable to build detailed and specialized skills in developing supply support plans for extremely complex and diverse NAS systems and equipment programs. Utilizes significant expertise and in-depth knowledge of inventory management to plan and direct all aspects of the logistics programs, including interagency. Participates in the development of supportability reviews for Project Material support and international support.

Demonstrates considerable independence in planning time and helping the manager, project/program manager or other experience employee to plan and use assigned resources to accomplish projects/programs/work activities. May identify and request additional resources, as needed. Serves as advisor for supply support of material requiring special unique controls. Reviews, evaluates, and determines appropriate stock and repair levels using analytical tools such as repair level analysis and spares quantification, provided by provisioners and various LCSS/PMMS/PMSRS generated reports. Provides options and recommendations to other organizations, relative to conflicting requirements of highly visible and critical NAS systems/programs. Reviews and analyzes all supply support posture. Determines impact of supply support related requirements. Coordinates delays, identifies resolve or scheduled deliveries.

Coordinates, plans, and exercises inventory management of NAS F&E , NAS Supply Support (NSS) budgets, develops repair services contract/requirements. Develops long range budgets (3-5 years) and disbursement plans. Utilizes expertise and in-depth knowledge of assigned programs to evaluate and analyze those budget requirements and their impacts on critical sustained life programs. Assists in the formulation and development of overall long range logistics programs for interagency support that are most efficient and effective to meet their existing and future requirements.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Refers to the manager and other experienced employees problems that require their attention. May help them develop and recommend solutions. Also develops and/or recommends on local policies, agency and Aeronautical Center orders and directives, and implements adapting instructions for inventory management, provides authoritative interpretation and guidance to provisioners, equipment specialists, and other inventory management specialists on a specific situation and issue. Serves on inter-organizational committees to identify, analyze, and provide recommendation on critical supply support issues.

Serves as the designated focal point on all issues common to the F&E IM function. Acts as a senior member of a team for F&E projects/programs to provide support to inter-organizational committees and assists in the following areas; identifying, assigning resolution responsibility, and providing resolution for supply support issues.

Contacts are typically internal and external, with regular contacts among major subdivisions and LOB's/SO's customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Communicates with field personnel, users of supply systems, HQ program managers, contractors, and technical specialist responsible for the various logistics support activities (i.e. maintenance, inventory management, distribution, engineering, and financial management).

Qualifications

To qualify for this position at the FV-H (FG/GS-12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, (FG/GS 10-11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

SPECIALIZED EXPERIENCE includes: reviewing, evaluating, and determining appropriate stock and repair levels for the major subdivisions, System Program Offices and Washington Item Managers, experience developing budgets and disbursement plans; determining impact of supply support related requirements; Coordinating delays, identifying, resolving and scheduling deliveries; Analyzing data, preparing reports, and presenting information.
