This National Guard position is for a SUPV IT SPECIALIST (INFOSEC/NETWORK) (T32), PD# D2329000 is part of the RI 102D CYBERSPACE OPERATIONS SQUADRON. The purpose is to serve as the unit's full-time Squadron Operations Officer, providing supervision of all operational training, events, exercises, assessments and projects performed while in Title 32 status.

Duties

Help

Overseeing the management of all Cyber Protection Team (CPT) and/or Industrial Control System (ICS) defense mission equipment and tools.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
Plans, organizes, and oversees the activities of the operations section of a CPT squadron, to include both CPT and/or ICS defense operators, as well as operations staff in charge of training, weapons and tactics, planning, and scheduling. Develops goals and objectives that integrate organizational and commander objectives. Plans work for accomplishment by subordinate flights, sets squadron operational priorities, and approves operational schedules and commitments based on mission requirements, commander's intent, organizational capabilities and customer needs. Develops/publishes direction and/or guidance for subordinate flights and operations staff members in order to implement operational plans, schedules, and commitments. Reviews work and management techniques of subordinate supervisors.
Reviews incoming tasking orders, plans, or requests for forces and prepares summaries for review. Determines capability of operations personnel to meet requirements specified in tasking orders, plans, or requests for forces; identifies limitations concerning equipment capabilities, personnel, etc.; and coordinates with tasking activities from government agencies on requirements.
Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires military membership with the required military grade in the Rhode Island Air National Guard.
  • Must obtain and maintain Certification IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) eligible security clearance.
  • Must possess Information Assurance - Technical Level II (LAT II), IAW current AF directives.
  • Must possess a valid state driver’s license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • May be subject to a one-year supervisory probationary period if converted to a permanent appointment.

MILITARY REQUIREMENTS: AFSC: 17S, 17Y, 17W
A military skill set is determined by the applicable service classification and qualification requirements. Upon selection, individuals are assigned to a compatible unit of assignment and military skill in accordance with Air Force skill classification directives, statutes, and National Guard Bureau regulations. For continued employment, the selected dual status technician candidate must obtain and maintain all compatible service specific military skill requirements in training and education; and, have the required military and civilian cyberspace program certifications for the specific GS-2210 position within 24 months of hire into the dual status Technician position.

GENERAL EXPERIENCE: Must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Must have at least 12 months of Cyberspace program supervisory experiences.

No substitution of Education for Specialized Experience.

Air National Guard Officers
An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.

Additional information

Indefinite employment is defined as an excepted appointment with indefinite time limitations and is used when the appointment is expected to extend beyond one year. Candidate may be terminated with a 30-day notice. Should the need for the indefinite time limitations placed on this position no longer exist, the indefinite appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.
If an applicant from the Competitive Service is selected, he or she will have to convert to the Excepted Service.

New supervisors or managers must serve a one-year probationary period if converted to a permanent appointment.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Analytical and evaluative duties associated with computer networks with primary knowledge requirements of computer security considerations/techniques.
  • Work in the Information Technology Specialist Series, GS-2210, which defines the management, supervision, leadership, administration, development, delivery, and support of IT systems and services.
  • Knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, and networking.
  • Directs a professional organization of Cyber Protection Team (CPT) specialists who provide mission assurance for select DoD information networks.
  • Efforts are complex, and involve multi-faceted technical work, both in development and refinement of methods to facilitate intrusion, detection, and compromise of all levels of information security across DoD networks.
