The incumbent of this position serves as the "mwrma" system administrator which spans the 14 installations in Mid-Atlantic region and is responsible for but not limited to: configuration, troubleshooting, customer assistance, and training for NAF Management Information System (MIS), Point of Sale (POS), Catering System, Child and Youth Management System (CYMS), Business Systems, and Wireless Fidelity (WiFi), as well as leads limited command and control (NMCI/Telephony) support efforts.
Summary

Management Responsibilities comprise 70% of incumbent's time and include but are not limited to:
Defines the strategic direction of NAF FFR information systems (IS), telecommunications, video and data systems and operations in support of Department of Defense (DoD), Department of Navy (DON) and Commander, Navy Installations Command (CNIC) strategy.
Provides management and operational support, supervisory oversight, administrative control, and coordination of the MIS program at all FFR NAF activities.
Provides advice and guidance on all matters pertaining to NAF MIS and cybersecurity with various echelons of NRMA Region leadership, Region and Installation FFR program directors/managers, and installation commanders.
Leads and guides the implementation and maintenance of CNIC NAF Point of Sale (POS) and operational support systems. Ensures all operational support activities and staff are knowledgeable and familiar with the systems front line mechanisms and software programs.
Reviews all computerized and manual systems; information processing equipment and software for acquisition, storage and retrieval; and definition of the strategic direction of all information processing and communication systems and operations.
Directs the information and data integrity for NRMA NAF programs. This includes technical service calls, projects scheduling, help desk operations, communication networks, procedure and policy development, evaluating performance of existing systems, recommending new systems and services, and effective computer systems operations.
Ensures strategic planning in all aspects of technology implementation; creates and maintains a service oriented environment; builds and manages diverse technology infrastructures including client server hardware and software architecture, technical services management, 24-hour server operations, network monitoring, 24-hour internet availability, disaster recovery, application software acquisition and implementation, NMCI compliance, change management, and help desk operations.
Provides management oversight for FFR Purchase Card Industry and FFR Business network contracts.
Represents NRMA in development of FFR IT policy, standards and practices as a voting member of the CNIC FFR IT Working Group (FFR ITWG).
Performs hardware and software installs, upgrades and patches. Works closely with vendors, program managers, N6 staff, and users to resolve issues and ensure successful project implementations. Travels to different duty sites from the normal duty location to perform hardware and/or software installations and/or upgrades, assess project status and provide IT support when needed.
Acts as a point of contact (POC) for implementation of new IT based projects.
Modifies system components as necessary to comply with revised DoD, DON and CNIC policies and procedures as well as approved user recommendations. Designs audit routines to test and validate data integrity.
Responsible (either directly or through delegation) for physical inventory of all hardware and software; assists in IT systems life cycle management. Ensures all appropriate forms and documentation are on file.
Monitors maintenance contracts for renewal and submits Purchase Requests for support as required. Obtains approval from all required sources.
Documents and analyzes currently deployed NAF information systems to fully capture scale, capability and risk, using industry standards and models, DoD, DON, CNIC and other Cyber Security policies and practices.
Serves as a systems administrator/technician for all computer and telecommunication systems (e.g., mwrma network, Payroll systems, Food Trak Inventory Control System, Qubica, RecTrac, Child and Youth Management System (CYMS), SAP, etc.). Performs account management, system monitoring, data backup, and software/hardware maintenance as necessary. Performs routine assessments; maintains proficiency in all MWR computer systems.
Supervisory Responsibilities comprise 30% of incumbent's time and include but are not limited to:
Directs work to be accomplished by staff.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Interviews and makes hiring/staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate corrective action(s) as necessary.
Supports CNIC's EEO policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable.
Supervises up to seven MIS staff; directly supervising (3) NF-2210-04 and (1) NF-0326-03 and indirectly supervising (3) NF-2210-03. This includes (2) positions forward deployed to NAVSTA Great Lakes.
Must have or be able to obtain and maintain a Secret Security Clearance.
Must pass all applicable records and background check.

Must possess and maintain a current driver's license.
Work is subject to an irregular tour to meet time constraints and deadlines to include night and weekend work.

Qualifications

A qualified candidate must possess:
Knowledge of Navy enterprise computer systems and point of sale systems (such as Navy-Marine Corps Intranet, Microsoft operating system, Citrix Systems, Rec Trac, and Qubica)
Knowledge of Navy enterprise infrastructure design.
Knowledge of network infrastructure.
Knowledge of MWR IS/POS systems sufficient to perform configuration management and to advise and assist both region and installation management and staff on functional use.
Knowledge of guiding DoD, DON & CNIC Information Technology policies and procedures.
Knowledge of IT security requirements, policies, procedures, applicable laws and regulations that apply.
Knowledge of computers, computer peripherals and industry best practices, network equipment, operating systems and environments required to perform a wide range of duties as a primary or backup system administrator.
Knowledge of IT systems life cycle management concepts sufficient to maintain up to date, interoperable hardware and software inventories.
Knowledge of and skill in applying systems administration methods and procedures, performance monitoring methods, IT security principles, and analytical reasoning sufficient to schedule, monitor, and verify the integrity of system backups, restore files as needed, correct security vulnerabilities, install server upgrades, and monitor server performance.
Knowledge of concepts related to full inventory and analysis of IT systems and assets.
Knowledge of accounting principles for revenue generating activities.
Knowledge of NAF personnel and procurement..
Knowledge of FFR programs.
Skill in communicating orally and in writing, in a clear, concise manner.
Skill in creating and presenting material, participating in and facilitating discussions, and defending and advocating technical and non-technical judgement and points of view.
Ability to provide customer support in receiving, responding to, and resolving IT-related help desk calls.
Cybersecurity Workforce (CSWF): This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 75 (Oversight and Development) and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which assigned, and;
