Duties

Help
  • Interprets financial and administrative policies, regulations and higher level guidance adapting the guidelines to the situation at hand.
  • Performs financial management reviews, evaluations and special studies to examine work processes, records, structures and management controls for compliance with laws, regulations, economy and efficiency, and/or effectiveness.
  • Develops guidelines or procedures to establish, document and/or clarify work processes/ requirements, and implement higher level guidance.
  • Identifies operational requirements for program planning, assesses the impact on mission assignments, and develops recommendations for necessary changes.
  • Leads and manages risk management program by conducting operational risk reviews and briefs management on high priority issues.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 level; GS-11 for GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

To be hired at the GS-11 entry grade level, applicants must minimally have:

  • One year of specialized experience equivalent to the GS-09 grade level in the federal service providing substantial financial systems knowledge to leadership in order to assist with the financial mission; OR interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; OR knowledge of generally accepted principles related to accounting, finance, and internal controls.
  • SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
To be hired at the GS-12 entry grade level, applicants must minimally have:
  • One year of specialized experience equivalent to the GS-11 grade level in the federal service performing in-depth analysis of financial management policies, procedures and internal controls to ensure efficiency and effectiveness and legislative and regulatory compliance of finance and accounting operations; OR developing and recommending internal policy, process and procedure improvements for large-scale accounting and financial operations and systems.
  • Education is not substitutable for specialized experience at this grade level.
This position is developmental and selections may be made at the GS-11 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade level without further competition.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
